The Shelter Program Manager is responsible for the direction and overall management of the Shelter program and crisis lines. The Shelter Program Manager supervises all staff in the shelter and ensures day-to-day provision of crisis and support counseling for survivors of violence and their children in a safe, secure confidential and empowering environment.
Qualifications
Degree in social services with an emphasis on women's issues
Five years working managerial experience in a violence against women organization
Clear current Police Vulnerable Sector Check
Required Skills
Demonstrated knowledge of current issues relating to woman abuse, social justice, the status of women and children in society, anti-racism, anti-oppression, and statistical and program information specific to Women's House services
Demonstrated knowledge of how to integrate a feminist perspective on social and political issues surrounding women's issues, sexual assault, and violence against women
Demonstrated understanding of the complexity of issues arising for women who have experienced abuse, homelessness, substance abuse, poverty, and/or mental illness
Demonstrated knowledge of community relations within social service, medical, and/or justice systems
Demonstrated organizational and multi-tasking skills with the ability to work in high-crisis environments
Ability to work independently as well as within a team with minimal supervision
Thorough knowledge of, and proficiency in, human resource practices and procedures
Demonstrated ability to support staff to ensure an effective and efficient work environment

Knowledge and proficiency in the use of computer technology and various software applications, in particular WISH database, PayWorks and Microsoft Office applications
Experience with overseeing administrative transition and Ministry reporting

A strong interest in issues affecting people who are impact by Gender-based violence (GBV), homelessness/houselessness, living with a mental illness or substance use disorder, and complex health needs
Understanding of issues related to homelessness, 2SLGBTQ identities, mental health and substance use problems and disorders, and developmental learning
Scope and Responsibilities
Supervises Counsellors on Duty and Transition Workers
Ensures that support and supervision is provided for all staff and students
Monitors staff job performance, including evaluations, reviews, disciplining, and termination
Completes annual performance appraisals, as per the process approved by the Personnel Committee
Ensures that staff and student training and development plans are in place
Provides training and development strategies to ensure quality professional development and service delivery
Ensures debriefing is available to staff
Maintains responsibility for scheduling hours of work for programs to ensure adequate coverage for all program services, including the reconciliation of hours worked of each staff
Ensures effective decision-making procedures are in place for program staff
Provides leadership for program staff, and facilitates cooperative, effective team-based working relationships
Organizes staff input and direction on service delivery, program, and agency issues
Ensures staff is informed of program and agency developments at meetings, and through other communication methods
Facilitates the resolution of problems among and between staff and women/children served
Maintains documentation, as outlined in the Collective Bargaining Agreement and Policies and Procedures Manual
Maintains responsibility for hiring, orientation, training, and scheduling of program staff
Provides support and emergency back-up for staff in day to day operations
Participates actively in supervision sessions with the Executive Director
Communicates concerns, issues, and problems affecting job performance and program quality to the Executive Director
Deals effectively with job related stress, including accessing need for time off and/or professional development
Performs other job-related duties as requested by the Executive Director
Participates actively in the development of goals and objectives for the program, and in program evaluation
Ensures program plans and delivery are adequately meeting service needs, and initiates change as required

Participates in agency-wide program planning reviews, training programs, and initiatives
Ensures programs operates in a safe, effective, and respectful way for women, children, staff, and volunteers
Provides on call support on a rotational basis with other Managers
HUMAN RESOURCES & ADMINISTRATION
Supports the full cycle recruitment and training of staff/students for the organization
Participates and provides recommendations in hiring, orientation, training, and onboarding
Creates a supportive and safe environment for clients and staff and provides leadership support in difficult situations
Performs activities associated with the Human Resources needs for the organizations, including PayWorks payroll systems, maintaining files, onboarding/training, documents, systems, processes and policies
Facilitates the appropriate team meetings, internal/external committees and organizational learning platforms
Ensures the collection and preparation of statistics, and provides monthly program reports, and an annual report, to the Executive Director
Maintains effective and high-quality reporting mechanisms, budgets, and statistics as per funders and Women's House requirements
Agency-Wide
Participates actively in staff meetings, agency development and training, and contributes to an overall team approach
Maintains and establishes an in-depth knowledge of all agency programs, and liaises effectively with these programs
Follows all Women's House policies and procedures
Health and Safety
Works in compliance with the Occupation Health and Safety Act (OHSA) & follows all health & safety policies & procedures
Takes reasonable precautions to ensure the health and safety of everyone who may be at risk
Identifies and corrects issues that can be addressed immediately
Cooperates with the Joint Health and Safety Committee (JHSC), and assists inspectors in carrying out their duties
Elects JHSC representatives and participates in hazard analysis, as required
Reports to Managers anything at work that is likely to be unsafe or hazardous to the health & safety of staff or anyone else & any contravention of the OHSA
Reports every accident, injury, illness, or other occurrence arising in the course of, or in connection with work, that has caused injury to staff or another person
Participates in health and safety orientation, education, and training
Respects the confidentiality of all Women's House information, including information pertaining to women/children served, staff, volunteers, and organizational operations
Maintains a valid driver's license, access to a car, and two million liability insurance on vehicle
Maintains valid Standard First Aid and CPR-C certification
Ensures staff comply with legislation, follow safe work procedures, and educates, trains, and evaluates them on an ongoing basis
Develops and maintains training needs matrices
Ensures policy and procedure is adhered to with regards to emergency equipment
Ensures monthly fire drills occur, and records are completed
Ensures First Aider representation, adherence to first aid procedures, and inspections of first aid kits
Initiates and/or conducts injury/illness, accident, and incident/complaint investigations according to procedure
Follows up on actions required by the health and safety program
Develops emergency plans, and makes emergency decisions according to protocol when warranted
Working Conditions
Works as part of the Administrative team, in a non-unionized position primarily out of an office location in Kincardine but also in the community as required.
Works a 35-hour work week but may be required to work variable day, evening, night and/or weekend hours.
Participates in the on-call rotation in coordination with the Leadership team.
Physical Effort and Environment
The normal physical working environment is comfortable, indoors in an office or meeting space. Physical demands require extensive computer work, concentration and sitting, and lifting/carrying items.
Mental Effort
The mental strain resulting from the work of the Shelter Program Manager ranges from moderate to considerable dependent on the number of projects and team/program dynamics. The role of Shelter Program Manager is mentally demanding and requires significant emotional resilience and cognitive effort. The Shelter Program Manager works with individuals in extreme crisis and distress, with continuous exposure to traumatic stories. A thorough understanding of the potential for compassion fatigue, burnout and secondary traumatic stress is paramount.
