ABOUT THE ROLE




Reporting to the Supervisor, Operations, Maintenance and Monitoring, is responsible for carrying out all aspects of Operator activities; assigning work for Branch operations; providing, leadership, training and technical direction to staff; coordinating the use of the Computerized Work Management System (CWMS) to create and manage work requests, work order back logs, as well as routine maintenance and inspection activities on equipment as related to Cleaning, Lubricating, Adjustment, Inspections, and minor Repairs (CLAIR); and auditing daily operations activities to ensure efficient operations that meet applicable Provincial Acts and Regulations and Regional standards to efficiently operate:


FOR North Wastewater - Wastewater Treatment and Collection


WHAT YOU'LL BE DOING




Provides technical direction to staff for Water and Wastewater operations including routine maintenance, Cleaning, Lubricating, Adjustment, Inspections, and minor Repairs (CLAIR) to ensure appropriate procedures/daily duties are undertaken at assigned water treatment plants or wastewater treatment plants or distribution system components, associated pumping stations, elevated storage facilities and collection system components. Coordinates the use of CWMS to create and manage the work request and work order backlogs as it applies to operations and maintenance work to ensure that daily, weekly, and monthly schedules are developed. Assigns duties to staff; monitors processes, procedures and work performed. Determines when overtime is required and arranges, in consultation with the Supervisor, for staff to perform overtime. Participates, as needed in inspections on equipment in treatment plants and assists in preparing inspection reports on the condition of discrete assets. Assists the Supervisor in the coordination and management of the maintenance program, including CWMS asset management and preventative maintenance activities for the assigned hub. Participates in the design, installation, commission, and handover of new equipment to ensure equipment is installed correctly and operates efficiently as per relevant asset management standards. Delivers on-site training to staff, as required to ensure training requirements as required by Provincial Acts and Regulations. Monitors computerized control equipment (SCADA and related equipment). Appraises compliance issues with respect to any Environmental Certification of Approval or Licenses based on appropriate assigned areas of work. Issues instructions to Operators concerning operation/maintenance procedures for new equipment through oral communication as well as written communication. Participates in team building activities; coaches and mentors staff members, as assigned. Receives complaints from the public; initiates reports and action plan to the Superintendent, Operations & Maintenance. Participates in performance metrics planning activities as required. Performs activities of the Operator - Water & Wastewater as applicable to the level of expertise, (certification/licence), as required. Participates in cross-discipline education and training programs to upgrade appropriate certification. Performs standby duty on a rotating basis with other staff in assigned area and provides back-up "standby" support in other work areas for Operations staff that do not have the experience, knowledge or qualifications required; rotates to various water and wastewater treatment locations as assigned.

WHAT WE'RE LOOKING FOR




Successful completion of a Community College Diploma in a related field of technology, or equivalent combination of education and experience.

FOR NORTH WW

- MECP Class III License for Wastewater Treatment and Class III License for Wastewater Collection, including experience as designated by Provincial Acts and Regulations and as it applies to North Wastewater. Successful completion of training/courses in First Aid/CPR, Confined Space Entry, Preventative Maintenance, SCADA, Lock out/Tag out, SCBA and Fall protection, Safe handling of W & WW Chemicals and water and/or wastewater treatment specific training. Minimum five (5) years' experience as a Water/Wastewater Operator or equivalent in direct water/wastewater operations, including mechanical/electrical equipment and pump maintenance procedures and use of various hand tools, portable generators, fans, pumps, lab devices and equipment, gas detection monitors, climbing devices, valve operators, vehicles, and confined space entry retrieval system. Demonstrated experience providing leadership and work direction. A valid Ontario Class "G" driver's license, clear of serious offences under the Highway Traffic Act. Knowledge of relevant industry-related Provincial Acts and Regulations and the OH&S Act. Knowledge of the operation and maintenance requirements for all water and wastewater treatment equipment in the designated area to resolve operational or breakdown situations. Working knowledge of safety procedures related to potential exposure to dangerous/toxic substances. As a condition of employment, candidates are required to complete a medical assessment that measures their functional abilities and confirms their immunization status. This is in accordance with the requirement laid out under clause 25(2)(h) of the Occupational Safety and Health Act (OSH Act) Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration, and personal ownership. Proficiency in computer applications, such as Word, Excel, Outlook, Internet, and familiarity with Access and SCADA applications. Ability to interpret operating manuals and engineering drawings relevant to the design and construction of facilities and the operation of equipment. Ability to perform accurate mathematical calculations to determine chemical dosages and flow rates and ability to apply laboratory procedures and sampling techniques. Ability to conduct training and provide instruction, leadership, and work direction to staff. Ability to work in confined spaces or near high voltage electrical equipment; work in a noisy environment; and work outdoors and in extreme environmental conditions. Ability to wear a Self-Contained Breathing Apparatus to enter confined spaces. Available for stand-by rotation regularly. Council Approval Date
