We\'re not just an IT department; we\'re a community dedicated to enabling digital transformation and bolstering cybersecurity across the province.Join us at CSDS as we shape the future of digital services in Nova Scotia, supporting our partners in their journey towards a digital future.Overall PurposeUnder the general supervision of the Manager this position has responsibility for providing Information Technology business analysis, project management, and development services including:Planning, overseeing, and administering the development and implementation of complex computer projects including selection of software and database platforms, specifying equipment, and preparing system implementation strategies, software structural design, database design, leading the configuration decisions including the development of common data and process standards Analysis of business requirements and project feasibility.Planning and overseeing software maintenance.Planning and overseeing major acquisitions for information technology systems.Contributing to the review and updating of the Department\' s information technology strategy.Support of computer systems used by all stakeholders of the public education system, including the Departments of Education and Early Childhood Education, and the Regional Centres for Education, Conseil Scolaire Acadien Provincial.Primary AccountabilitiesUsing appropriate project development procedures, carries out project administration including:

  • Planning for projects in adherence with industry standard methodologies and practices, analyzing each step in the process according to sequence, pre-conditions, type of work to be and the personnel (including contract staff), hardware and software required communicating with stakeholders to ensure proper information is provided and gathered in a timely manner scheduling development effort accordingly, i.e., design, programming, installation, testing, training, etc.
Conducts detailed business analysis of proposed and existing systems (including updating the IT Systems strategy), involving:
  • Interviews and workshops with clients for determining and documenting system initiatives and requirements preliminary analysis of the aspects of proposed projects, including system objectives and definitions, and project feasibility business analysis and documentation for proposed new systems and enhancements to existing systems determination of database requirements and structures (conceptual and functional data model) determination of system standards, performance criteria, and operating environment determination of programming structures (functional process model) selection of languages and other software system design specification (conceptual and functional model) including application functionality, database schema /design, user access levels, and security requirements.
Provides technical expertise for the Department, the Regional Centres for Education, Conseil Scolaire Acadien Provincial, and schools by advising on functionality of existing systems including software usage, limitations, process, reporting, problem solving, recommendations for improvements.Leads the process of implementing software including installation, testing, user training, and establishing policies and procedures. Exercises primary responsibility for designing and overseeing test procedures to ensure the reliability of computing results.Keeping abreast of new technologies. Staying current with government information technology standards, purchasing procedures, and project development methodologies.Preparing user manuals and technical documentation.Qualifications and ExperienceTo be successful in this role, you will have a Bachelor of Science or Diploma in Computer Science or IT or graduation from a recognized Information Technology program, plus a minimum of 3 years\' direct experience in application development. An equivalent combination of training and experience may be acceptable. Related experience must include recent programming (within the last 3 years), business analysis and production development and support experience.In addition, as the successful candidate, you have the following skills, training, and work experience:
  • A high degree of analytical and logical problem-solving capabilities;
  • Experience working as part of a team in an application support organization;
  • Strong organizational skills that facilitate managing multiple tasks simultaneously under tight deadlines;
  • Experience producing business requirements, functional specification documents, user stories and options analysis materials;
  • Excellent interpersonal and English communication skills (written and verbal);
  • Able to work well independently and as part of a cross-functional team;
  • Ability to quickly adapt and learn new technologies;
  • Able to work remotely using tools like Microsoft 365, Teams, etc.

  • Waterfall and Agile methodologies and an understanding of Product Management would be beneficial.
  • Full SDLC experience developing secure custom applications and integrations.
  • Experience in .NET, JSON/Javascript, Drupal, and HTML5.
  • Proficiency in SQL (Microsoft/Oracle etc.) and its extensions (TSQL/PL/SQL etc.) script writing.
  • Knowledgeable with database design (SQL and/or ORACLE) and information/data security.
  • Experience with PowerSchool and knowledge of Departmental and Provincial Education initiatives would also be an asset.
