About this opportunity:

This position will initially work on site in Ingleside, TX to become familiar with the topsides facility before it is brought to offshore location. The role will provide support to the commissioning team with startup activities and troubleshooting of systems and equipment in preparation for operational readiness. Once the platform is transferred to Offshore, NL the position becomes responsible to take all reasonable measures to ensure the health and safety of employees and other individuals that they supervise at a workplace by implementing the operator\xe2\x80\x99s occupational health and safety policy and occupational health and safety management system, including: Ensuring compliance with regulations, Informing employees of known and foreseeable health/safety hazards, Providing instructions on the measures to be taken and the procedures to be followed; and Reporting to their employer any failure to comply with regulations or with occupational health and safety requirements. This position plays a critical role to the various phases of the project.

Responsibilities:

This position is required in Ingleside to support the construction & commissioning phase of the offshore platform.
Duties in Fabrication Yard (Ingleside, TX):


  • Regular rotation to Fabrication yard in Ingleside TX during commissioning activities of the Topsides facility through 2024.

  • Familiarization with topsides facility before it is brought to offshore location

  • Support Commissioning Lead and Team with start up activities and troubleshooting of systems and equipment and identification of punch (deficiency) items.

  • Participate in commissioning acceptance processes, including walkdowns and Punch List Item generation and resolution

  • Participate and provide input to Site Integration Testing plans and schedules for major equipment

  • Ensures compliance with Project Specifications, applicable codes and CNLOPB requirements

  • Utilize Systems Completion Database for tracking, certification and quality purposes.

  • Support project team in completing system walkdowns

  • Support site team with operational readiness activities

  • Review Health and Safety and Operations procedures for the operational phase of the Topsides facility.

  • Complete training of systems and equipment in preparation for operations

  • Attend meetings with Canadian office on Operational Readiness

  • Maintain a daily logbook for shift records

  • Ensure compliance with project specifications, codes, and regulatory (C-NLOPB) requirements.

  • Act as a safety champion by promoting safety awareness and safe performance among colleagues, project teams, and contractors at all times

  • Contribute to safety program, health and environment protection, reliability and efficiency in order to achieve world-class performance of Cenovus strategies. Actively participate in both behavioral based safety and site safety walk programs.

  • Compile weekly status reports


This position will support the transition of the platform from commissioning into offshore operations, once the platform is operational, this position will be responsible for:

  • Ensure the safe operation of the West White Rose including drilling, production, utilities, maintenance, construction and support other operations in accordance with Cenovus Energy Policies and Procedures, Regulatory requirements and offshore industry standards, to achieve established objectives in the most productive, cost effective and safe manner possible.

  • Effectively manage financial resources within delegated authority limitations to minimize wastage and maximize profitability while accomplishing Cenovus Energy goals and objectives.

  • Continually monitoring the application and implementation of Cenovus Energy\'s Health and Safety Policy, the Installation Safety Plan and supporting procedures, ensuring compliance with relevant Governmental safety regulations, to ensure a safe working environment at all times.

  • Command of all emergency situations on the Installation, and Coordinator to support nearby installations affected by emergencies. Coordinate the ECC group and ensure adequate training and coverage.

  • Actively participating as a member of the emergency response team. Act as Incident Commander.

  • Ensure frequent communication - e.g., Townhall addresses, weekly meetings, departmental meetings, quarterly objectives.

  • Recognize risk with Drilling and Production Operations and assess, e.g., Simultaneous Operations (SIMOPS) Risk Assessment, Non-standard Operations Risk Assessment (NOPRAS), etc. Participate in Risk Assessments as requested (e.g. Hazard Identification Study (HAZID), Process Hazard Analysis (PHA), etc.).

  • Mentor others for MOME (Management of Major Emergencies) duties and ensure sufficient mentoring by supervisors to personnel to enhance backfill requirements in required roles.

  • Ensure systems and processes are in place and being used to support reliability and integrity. This includes looking for proactive ways to promote improvement in process dependability, ensuring process safety system awareness, education and implementation is in place, ensuring proper record keeping in Plant maintenance and capturing and reacting to Lessons Learned.

  • Ensure employees within each department are performing and developing to the behaviors for their competency group under Cenovus Organizational Competencies and progressing within the competency program for their group/position if applicable.

  • Promote incident management expectations

  • Support and adhere to the Cenovus Operational Integrity Management System (COIMS) and ensure each department specific assurances and regulatory requirements are met.

  • Ensure leadership to interact with contractor personnel and encourage performance by example.

  • Support Operations and Maintenance contractor responsible for Drilling Operations and Maintenance of the facility

  • Work with Supervisor to set annual goals as part of the PPRP and work towards the achievement of the goals. Monitor individual and department KPls and review them during the 6 monthly PRPP sessions.

  • Promote Cenovus core business and safety values to the workforce

  • Ensure strict implementation of the Permit to Work (PTW) system

  • Facilitate constructive working relationships with all personnel, encouraging open communication, both vertically and laterally. Ensure that drilling, production, maintenance, and HS & E targets are achieved through close regular monitoring.

  • Regular communication and coordination with onshore support of Health and Safety, Drilling, Production, and Maintenance


Qualifications:

  • Technical Diploma/Certificate

  • Command and Control/Management of major emergencies training/certification and person-in-charge assessment.

  • Other training as required by the CAPP Standard Practice for Training and Qualifications of Personnel, Transport Canada, other regulatory requirements, and company required training as per the approved Cenovus Training Matrix.

  • In-depth knowledge of the oil and gas industry and an appropriate level of experience with drilling and well operations to coordinate production with ongoing drilling, completion and intervention activity

  • Minimum 10 years offshore experience including 5 years in a supervisory/management position

  • Knowledge of operational integrity management.

  • Thorough knowledge of control of work processes and permit to work systems.
