Drive Policy Innovation and Program Transformation





The Ministry of Transportation, Operations Division, Transportation User Services Branch is looking for a strategic project leader to drive modernization and transformation across ministry programs. In this role, you'll shape operational and strategic plans, develop policies, and lead program evaluations that support provincial goals. You'll provide expert advice, engage stakeholders, and influence decision-making at the highest levels through steering committees and executive briefings. About Us:





The Division



The

Operations Division

provides leadership related to ministry transportation activities by developing operational policies, providing end-user focused services for the transportation network, and maintaining and operating assets, infrastructure and services. Our division manages regional corridors, emergency management, maintenance and operations. We also play a pivotal role in building and managing transportation related stakeholder relationships and partnerships in the province and advocate for regional needs.



The Branch



The

Transportation User Services Branch

provides operational policy and provincial service delivery for public-facing services including Concession Agreements, Remote Airports, Marine Services, Intelligent Transportation Systems (ITS) and Traveller Communications. Users also receive a consistent experience while accessing provincial network services.

In this role, you will:

Lead business process transformation projects to align with ministry and corporate strategies. Develop and assess policy and program options, including legislative and operational impacts. Prepare business cases, feasibility analyses, and briefing materials for senior decision-makers. Oversee integrated project plans, ensuring alignment with government priorities and timely delivery. Build and maintain strong stakeholder relationships to support policy and program initiatives. Provide strategic advice to senior management and manage consulting contracts for quality outcomes.


Note: This position will require occasional travel within the province

You have:

Strong planning and organizational skills to manage multiple projects and deliver results on time. Ability to conduct options analysis, cost-benefit, and risk assessments, recommending strategies to mitigate risks. Ability to determine requirements for planning processes and policy documents to support senior-level decision-making.

Communication and Interpersonal Skills




You have:

Strong written and verbal communication to prepare and present reports, plans, and briefing materials. Ability to consult and collaborate effectively with stakeholders to share project information and gain cooperation. Excellent presenting skills and can advise on risks, benefits, and recommended solutions. Tact, diplomacy and political acuity to encourage engagement and acceptance of strategies among stakeholders.

Technical Knowledge and Skills




You have:

Knowledge of program-related principles, practices, and relevant legislation. Understanding of policy development, research methods, and program evaluation techniques. Familiarity with business analysis and process re-engineering methodologies. Ability to learn procurement and tendering processes for service acquisition and contract administration.

Project Management and Change Management




You have:

Knowledge of project planning principles, methodologies, and best practices to manage and integrate projects effectively. Ability to implement and monitor operational project management policies and procedures. Understanding of change management techniques to plan and execute project changes efficiently and with minimal risk.
