Position: Senior Procurement Representative

Reports to: Manager, Strategic Sourcing and Logistics

Position Term: Full Time Permanent

Job Purpose:

The Senior Procurement Representative leads and conducts procurement activities, provides advanced procurement expertise in the execution of the procurement cycle for the acquisition of goods and services on behalf of World Vision Canada (\xe2\x80\x9cWVC\xe2\x80\x9d). Ensures activities are conducted in accordance with all relevant WVC policies and procedures.

The Senior Procurement Representative has the competency to lead deftly and successfully the most sophisticated, strategic and precarious of WVC procurement requirements with minimal supervision.

Responsibilities:

Lead and execute procurement activities such as:

  • Develop, prepare and coordinate the issuance Request for Information, Quotations, Proposal (collectively \xe2\x80\x9cRFx\xe2\x80\x99s\xe2\x80\x9d) packages as applicable solicitation documents including reviewing requirements and scopes of work and/or specifications to ensure they are properly articulated and expressed to facilitate understanding (nature, quality, quantities, timing, features and other attributes as may be applicable)
  • Engage specialist (Legal, Finance, Risk, and other stakeholders) support as required.
  • Act as focal point of contact for suppliers during the solicitation process.
  • Identify and develop suitable and \xe2\x80\x9cscrutiny proof\xe2\x80\x9d evaluation criteria and methodologies.
  • Oversee, lead, and coordinate commercial, technical, and risk evaluations and associated teams to ensure procurement process fairness, integrity and mitigate risk. Finalize evaluations and prepare business case to support supplier selection.
  • Work in collaboration with relevant stakeholders to identify, develop negotiation plans and strategies targeting maximizing value, mitigating risk and increase opportunity for successful contractual relationship for World Vision Canada.
  • Negotiate contract terms, conditions and ensure that finalized contracting documents fully define, accurately reflect, and are sufficiently robust such as scope, commercial, legal, financial, risk management, etc., the business arrangements under which the contracted goods or services are to be provided.
  • Maintain procurement activity and documentation audit trails/records of decisions and file as required to ensure consistency and comprehensiveness of relevant documentation.
  • Prepare all contract award support documentation and contracts for approval. Notify and de-brief unsuccessful suppliers as required.
  • Where competitive sourcing is not used, identify and seek proper justification before proceeding with other activities.
  • Establishes, interacts, and maintains a positive, collaborative mutually beneficial \xe2\x80\x9cvalue-add\xe2\x80\x9d relationship with BUs in the capacity as a \xe2\x80\x9ctrusted procurement advisor\xe2\x80\x9d with a view to acquiring in-depth BU knowledge insights to enable proactive and expedited and apt handling of procurement needs. Leverage complementary commodity specific procurement experience and knowledge.
  • Lead formal business reviews to provide insights as supplier performance to identify trends, issues and continuous improvement opportunities and action any associated action items as applicable.
  • Conduct supplier audits, trouble-shoot and resolve contractual related matters. Implement contractual changes requested in accordance with World Vision Canada policies.
  • Drive the creation of standardized ad-hoc reports for stakeholders. Regularly contribute to mechanisms that facilitate procurement analytics, and business planning, via established communication channels and protocols.
  • Actively contribute to the identification, development, maintenance and evolution of procurement methodologies and any other mechanisms.
  • Address other procurement matters as assigned including yet not limited to, amendments of all forms, contract and financial disputes, and new supplier engagements.
Qualifications:
  • 5+ years of the entire procurement cycle experience (from concept through to post contract award management) of complex goods and services.
  • College or university degree or equivalent procurement experience.
  • Procurement/supply chain accreditation.
  • In-depth knowledge and use of contemporary procurement practices, processes and methodologies for the acquisition of goods and services. Experience in the acquisition of Marketing and/or IT services will be an asset.
  • Strong communication and Project management skills.
  • Superior negotiating capabilities to competently develop and finalize complex business arrangements including the authoring of detailed long-form written contracts designed to maximize value while mitigating risk.
  • Knowledge and experience in the use of contemporary procurement management platforms/systems and tools (ERP or like).
  • Experience in detailed procurement client/BU centric initiative planning and over-arching procurement support strategies including post contract award contract management.
  • Ability to multi-task and tenacity to aptly deal with often conflicting objectives and evolving priorities.
  • Solid understanding and experience to successfully support, trouble-shoot and manage traditional procurement issues encountered by procurement team representatives.
  • Solid MS Office skills, especially Excel, Word, PowerPoint & Outlook.
