Position Title Senior Procurement Specialist
Required Qualifications

  • SCMP or relevant professional designation
  • Degree/Certification in Business Administration or relevant field
  • 5 years demonstrated experience in the following:
  • Public sector procurement experience working within a Canadian public sector organization
  • Drafting RFx procurement instruments
  • Creating requirements for a procurement (bids&tenders or equivalent)
  • Evaluating vendors quotes and/or proposals
  • Advertising public bidding opportunities on Alberta Purchasing Connection (APC)
  • Understanding of the applicable trade agreements that apply to the procurement of goods within the MASH sector (or other public sector body)
  • Supervision experience and ability to manage a budget.
  • Able to manage multiple priorities simultaneously and meet the time demands of unpredictable activities, capable of handling pressure and challenges in a dynamic environment
  • Ability to work within deadlines and prioritization of work to achieve them
  • Strong analytical, critical thinking skills and a high degree of accuracy and attention to detail.
  • Maintains a high level of diplomacy, political sensitivity, ethics, integrity, and discretion.
An equivalent combination of education, experience, and knowledge acceptable by the College may also be considered.

Keyano College is currently seeking a Senior Procurement Specialist. Reporting to the Associate Director, Procurement, this position will comply with all Keyano College procurement policies and procedures while adhering to relevant trade agreements, and all required legislation. The Senior Procurement Specialist leads procurement activities with respect to department relationship development and sourcing strategies and hold the authority to release purchase orders within defined parameters. This position is responsible for leading all public tendering and providing the acceptance of awards to the Executive Committee. The Senior Procurement Specialist acts as an advisor to Keyano College employees regarding tendering law, relevant trade agreements and post-secondary acts as well as any other legislative requirement.

What your expertise will be needed for:

Supervision
  • Manages the budget for Shipping & Receiving
  • Provides direct supervision, leadership and direction of the daily functions of the Shipping & Receiving Clerk and temporary staff.
  • Develops, administers, and maintains applicable policies, procedures, and standard operating procedures for the Shipping and Receiving Department.
  • Perform yearly reviews as well as discipline decisions (if necessary)
Procurement Management
  • Lead procurement activities with respect to department relationship development and sourcing strategies
  • Provide training to College employees on the relevant ERP system.
  • Monitor and review all incoming requisitions for compliance with internal policies and trade agreement legislation.
  • Provides instructions to College employees (who will be responsible to source their own quotes) to ensure compliance with all legislation, policies, and procedures.
  • Release purchase orders within defined parameters
  • Reconciliation of purchase orders, working collaboratively with the Finance Department
  • Manage asset tagging and disposals.
  • Maintain consistent and effective attention to detail and a high degree of accuracy; understanding the legal ramifications of purchasing decisions.
  • Works collaboratively with all areas within the Procurement Department, actively listening and offering relevant guidance.
Public Tender Management
  • Lead and maintain all public tendering and recommend the acceptance of awards to Executive Committee
  • Lead cross-functional teams through public sourcing.
  • Evaluates risk, ensure compliance, and determine steps to ensure the College will not be at risk.
  • Solicitation document preparation
  • Develop a strategy for procurement preparation based upon project goals and criteria.
  • Refine identified business and technical requirements.
  • Preparation of formal documentation and draft reviews
  • Proof and edit documents to ensure consistency, completeness, and accuracy.
  • Evaluations and Debriefing
  • Chose selection methodologies, evaluation criteria and schedules.
  • Final award and acceptance recommendation
  • Conduct open and fair procurement that complies with trade agreements, legislation, and internal polices/procedures.
  • Responsible for forecasting, planning, reporting, and communicating on supply chain activities.
  • Ensuring compliance with all relevant trade agreement legislation
  • Share technical expertise and knowledge with other department staff to encourage information sharing and internal learning opportunities
Compliance Management
  • Advise Keyano College employees regarding tendering law, relevant trade agreements and post-secondary acts and any other legislative requirement.
  • Maintains a thorough knowledge of relevant legislation, regulations and bylaws governing procurement and ensures compliance by all College departments.
  • Provides advice and decision-making regarding trade agreement legislation and the processes the College must follow.
  • Completes annual legislative compliance reviews
  • Work collaboratively with, and seeks expertise of, other Procurement Departments areas; contracts, leasing and compliance.
