SENIOR PRINCIPAL PLANNER

As a member of the Planning and Development Department, reporting to the Manager of Policy Planning, the Senior Principal Planner researches, analyzes, prepares, and presents reports to Council or Committees of Council on a wide variety of planning matters with a particular emphasis on site plan and subdivision review and analysis, special studies and project management such as implementing and monitoring the City's proposed urban design guidelines and development manual. This role is key to providing effective leadership and direction in the coordination and management of Pre-consultation and Planning Act Applications, including ongoing review, analysis and coordination of the various components of development and determination of complete applications. This is a great opportunity for someone who enjoys leading, motivating, and supporting a team, providing staff direction and assisting with the resolution of contentious issues.KEY RESPONSIBILITIES:

• Providing professional advice and strategic input to senior management, Committees and Council;
• Provide project management oversight on complex, multidisciplinary projects and studies;
• Preparing terms of reference for retention of peer review consultant services, including evaluating proposals, reviewing and negotiating work plans and budgets and recommending award of services.
• Supervising Principal Planners and other planning staff.
• Directing and advising on work assignments.
• Providing training, coaching and mentoring.
• Development of planning recommendations and departmental consideration.
• Presentations and discussions with other corporate staff, agencies, developers and politicians.
• Providing input to annual operating and capital budgets.
• Finalizing, overseeing and guiding the implementation of the City's new urban design guidelines and development manual.
• Provide ongoing review, coordination and processing or oversight of the planning application components of developments from pre-consultation and determination of complete applications through zoning amendment, subdivision and condominium, site plan approval, and other Planning Act processes, including consents and minor variances when required.
• Implementation of planning decisions.
• Act as the Manager, as required.

Minimum Qualifications:

• Undergraduate Degree or higher in Planning, Geography or a related discipline.
• Full membership or eligibility for membership in Canadian Institute of Planners and Ontario Professional Planners Institute with a Registered Professional Planner designation (MCIP, RPP).
• A thorough understanding of the Planning Act, and other relevant legislation.
• Expert knowledge of Official Plans, Provincial Policy Statements, and Provincial Plans.
• Supervisory experience in a unionized environment.
• Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision.

Preferred Qualifications:

• A minimum of two (2) yearsxe2x80x99 supervisory experience.
• Experience at Ontario Land Tribunal/Local Planning Appeal Tribunal/Ontario Municipal Board.
• Proven ability to synthesize, evaluate and interpret highly complex
• Planning issues, towards developing clear and concise planning recommendations.
• Strong organizational, analytical, policy and data analysis skills.
• Demonstrated leadership and project management experience.
• Ability to effectively train, direct, mentor and supervise staff.
• Strong communication and interpersonal skills with the ability to respond to public concerns in a professional manner and maintain effective working relationships within the corporation and the broader community.
• Negotiation/conflict resolution skills, problem identification and resolution in
• Response to a wide variety of policy and development initiatives within a dynamic, fast-paced, multi-stakeholder environment.
• Demonstrated proficiency with a variety of software applications.

WORK EXPERIENCE:
Required Qualifications:

• Five (5) years of progressive experience in planning, preferably in a municipal environment.

Preferred Qualifications:

• An emphasis on development planning, along with processing and supervision of related applications.
