About Our Opportunity

The Senior Policy Analyst provides policy development, implementation, and evaluation/monitoring of the effectiveness of policy within a department. Makes effective recommendations with focus on strategic decision-making and impact of recommendations. Consistently called upon to lead from start to finish a variety of complex policy projects. Develops legislative, regulatory, policy, and process initiatives that that are strategically aligned with government priorities. May supervise entry level research position(s) and has overall responsibility for policy requirements for a division or branch.

Primary Accountabilities

  • Conducts comprehensive research, analysis, measurement and evaluation of complex policy issues to provide strategic advice to senior leadership
  • Develops, formulates, and administers departmental policy, including recommendations for policies, legislative and regulatory changes, consultations, and compliance.
  • Prepares the more complex and/or oversees submissions to Executive Council and Finance and Treasury Board, which may include subject matter related to labour relations.
  • Initiates, plans, develops, and manages a wide range of policy projects/initiatives for the departments broader legislative, regulatory, and program frameworks.
  • Provides leadership within the division(s) in the developmental of long-term strategic plans to address critical issues and contributes to the planning of the department\'s legislative agenda.
  • Provides policy advice and prepares, coordinates, and assures quality control for divisional briefing materials and Briefing Binders for the Minister, Deputy and Premier.
  • May represent the department on provincial and national working groups and/or committees in support of the departmental goals and objectives.
Qualifications and Experience

As our next Senior Policy Analyst, you will hold a bachelor\'s degree in a related field plus six (6) years of progressive experience in the design and development of policies and programs.

You will demonstrate experience with the following:
  • An analytical mind and can also think conceptually and see the big picture
  • Strong leadership skills with proven ability to build strong, collaborative working relationships
  • A proven track record in policy development, research, and synthesis of evidence in a policy context
  • Experience in networking, establishing partnerships, as well as the tact and diplomacy required to communicate effectively to any individual regardless of their level
  • A demonstrated understanding and respect of cultural differences including a commitment to recognizing diversity both between and within cultural groups
  • The ability to manage and prioritize concurrent tasks within a fast-paced, dynamic environment
  • Superior writing skills with proven experience in report writing and preparation of briefing materials
In addition to the above, you will have strong leadership skills, independent judgement, and initiative as well as the ability to manage and conduct complex and specialized research and policy analysis. You will be well-organized, capable of managing change and competing priorities. You can undertake high-level work under tight deadlines, and exercise sound judgement under pressure. Lastly, you will be able to work cohesively in a team environment and be able to take on complex assignments without supervision.

  • Knowledge of structure, processes, and key players in Government
  • Public policy development and analysis
We will assess the above qualifications using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions
  • Normal work week is 35 hours/week, 7 hours/day

Additional Information

This is a term employment opportunity with anticipated end date of February 24, 2024. The appointment status (\'term\' or \'temporary\') is dependent on the start date of the successful candidate.

Pay Grade: PR 17

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
