About Our Opportunity

Do you have what it takes to develop practical approaches to complex problems? Unprecedented shifts in the global petroleum market and new carbon reduction policies are presenting opportunities and challenges for Nova Scotia's regulated petroleum marketplace. The Legislation and Policy team needs a Senior Policy Analyst who can lead and develop strategic policy initiatives that address petroleum and carbon reduction topics.

Reporting to the Director of Legislation and Policy, the Senior Policy analyst will perform strategic research and analysis in support of SNS-IS's mandate. The Senior Policy Analyst will develop subject matter expertise on all components of the petroleum file. The Senior Policy Analyst must be able to understand complex subject matter and turn it into audience-appropriate briefings, initiatives, and Executive Council submission documents.

The Senior Policy Analyst will co-ordinate and collaborate with other government divisions and departments, and stakeholders in Nova Scotia and across Atlantic Canada. The Senior Policy Analyst will develop recommendations that will help to shape the way forward on complex and politically sensitive issues affecting citizens and businesses.

Primary Accountabilities

Your responsibilities as a Senior Policy Analyst will include:

  • Initiating, developing, and managing legislative, regulatory, and process initiatives that are strategically aligned with government priorities;
  • Creating high-quality written documents, including briefing materials and Executive Council submissions;
  • Providing subject matter expertise and leadership to accommodate all existing and new developments that impact petroleum regulation;
  • Developing recommendations for policies, legislative and regulatory changes, consultations, and compliance;
  • Providing key policy support and co-ordinating petroleum policy initiatives within SNS-IS divisions and with other government departments and agencies;
  • Developing and leading consultations and engagements with diverse interest-holders;
  • Guiding junior policy professionals
Qualifications and Experience

This might be the right opportunity for you if you have a bachelor's or graduate degree (e.g., law, economics, finance, public or business administration) along with several years of related experience.

As the successful candidate, you will have demonstrated abilities as a team player and collaborative leader. You have excellent relationship skills and experience successfully communicating at various levels within an organization (both verbal and written). You possess exceptional verbal and written communication skills. You have experience in project management, leading multi-disciplinary teams and conducting in-depth policy research and analysis. You must be able to conceptualize and articulate alternative solutions to problems, analyse policy alternatives and stakeholder input and arrive at one or more recommended solutions. You possess excellent organizational and planning skills. You exercise sound judgment, even under pressure. You are familiar with legislation, have significant experience in research and policy development, and are proficient in MS-Office applications, including the development of visual presentation tools.

Assets considered for the role include:
  • Knowledge or experience related to petroleum, carbon reduction initiatives, and regulatory environments;
  • A demonstrated progression of responsibilities in the policy field; and
  • Awareness of organizational approval processes and provincial government structure.

May be required to work overtime. Occasional travel may be required. The position involves pressure to meet deadlines.

Additional Information

Please note, this is expected to be a Term status position with an end date of January 31, 2024; however, the position status is dependent on the start date of the successful candidate.

Pay Grade: EC 11

Salary Range: $3,143.79 - $3,929.78 Bi-Weekly
