Position Summary
The Senior People Services Business Partner (SPSBP) is a strategic People Services leader that is responsible for providing expert consultation and guidance on employee and labor relations issues, delivering people-related solutions and support to organizational leaders and employees at Orillia Soldiers' Memorial Hospital (OSMH). Reporting to the Director, People Services & Operations, the SPSBP plays a critical role in shaping People Services strategies, driving organizational effectiveness, and fostering a culture of engagement and inclusion. They collaborate with key partners to ensure alignment of People Services initiatives with the hospital's organizational strategy, mission and goals.
PRIMARY RESPONSIBILITIES:
People Services Partnership:
Collaborate with all levels of leadership to assess Health Human Resource (HHR) needs, identify areas for improvement, and develop People Services initiatives to drive positive culture.
Provides guidance, coaching and counselling to leaders and employees on all People initiatives, including employment, employee relations, collective agreements and People Services policies, procedures and applicable legislation
Develops leaders to enhance their people management skills and practices. Staying informed on key talent, identifies leadership and professional development needs, and champions HR interventions to improve business performance through people
Build strong relationships with partners, using effective communication and interpersonal skills to establish trust and collaboration.
Support leaders as needed with quality improvement framework guiding the process with relevant data and information
Employee Relations, Labour Relations and Conflict Resolution:
Act as a trusted advisor for complex employee relations issues, including investigations, disciplinary actions, and grievances.
Collaborate with department leadership to resolve workplace conflicts, ensure fair treatment of employees, and promote a positive work culture.
Coach and guide managers on effective communication, conflict resolution, and performance management.
Support labor relations activities, including managing and negotiating collective agreements, and preparing for grievances and arbitrations.
Facilitate and mediate sessions between managers and employees on People Services and employee relations issues.
Navigate negotiations and influence partners, using persuasive communication to advocate for People Services strategies that align with business objectives.
Serve as an internal consultant by analyzing, recommending, and implementing solutions for various employee and labor relations issues
Talent Management and Development:
Lead talent management efforts, including workforce planning, succession planning, and talent acquisition to attract, retain, and develop top talent.
Partner with department heads to identify high-potential employees and create development plans for career growth and succession readiness.
Work with the Learning and Development team to design and deliver training programs that enhance employee skills and performance.
Oversee recruitment, retention, position administration, employee and leadership development, performance management, attendance/disability management, and salary administration for assigned groups.
Participate in new hire orientation as needed.
Coordinate and update job descriptions regularly.
Help managers foster employee engagement by providing strategic support for initiatives that boost morale, motivation, and satisfaction.
Lead performance management processes, offering guidance on goal setting, feedback, and development plans to optimize performance and ensure organizational success.
Compliance and Risk Management:
Ensure compliance with employment laws, regulations, and hospital policies by conducting regular audits and assessments.
Stay updated on labour law changes in the healthcare industry and advise partners on compliance and best practices.
Collaborate with legal counsel and partners to mitigate HR-related risks and liabilities.
Develop and execute policies and procedures to ensure consistent and equitable application.
Participate in committees, task groups, accreditation teams, and quality improvement teams to provide People Services insights as assigned by the Director
Conduct information meetings for managers and employees on employment, performance, attendance management, and labor relations as needed.
Demonstrate autonomy and analytical skills to proactively identify and solve complex HR challenges at both individual and department levels.
Build relationships with key partners in assigned client groups, providing consultative support on HR processes, programs, and best practices.
Data Analysis and Reporting:
Use People Services metrics and analytics to assess organizational performance, identify trends, and inform decision-making.
Prepare and present reports to various levels of leadership key People metrics like retention rates, turnover rates and employee engagement scores.
Use data to evaluate People Services programs and initiatives, recommending improvements.
Research and monitor compensation trends by participating in salary surveys and providing analysis.
Performs other duties as may be assigned by the direct.
Qualifications
Education:
Post-Secondary Degree or Diploma with a specialization in Business Management, Business Administration or Human Resources management required, post-graduate certificate in Human Resources Management preferred
Certified Human Resources Professional (CHRP) or Human Resources Leader (CHRL) designation or working towards successful completion required.
Experience:
A minimum of seven (7) years' progressively responsible People Services experience in a generalist capacity, including five (5) years' experience in labour relations, and providing senior level consultation to key partners required.
Experience in a unionized environment in a healthcare, public sector, or not-for-profit setting is preferred.
Strong consulting skills with experience recommending and implementing progressive People Services programs and solutions.
Current knowledge of relevant legislation, including the Employment Standards Act, WSIB, Human Rights Code, and FIPPA, with the ability to interpret and apply them.
Preferred knowledge of pay equity, job evaluation, and selection criteria to recommend appropriate compensation levels.
Preferred knowledge of adult learning principles and experience in facilitating training or workplace conflict resolution and mediations sessions
