Primary Purpose



Reporting to the Payroll Supervisor, the Senior Payroll Specialist is responsible for processing the full payroll cycle for the University. This role ensures accurate and timely processing of payroll for a large workforce across various departments and affiliated entities. The incumbent will also play a supporting role in the month-end financial close, including preparing payroll-related journal entries, reconciliations, and supporting financial audits.





Specific Responsibilities



The Senior Payroll Specialist will, at various times, be responsible for the following as well as other related duties as assigned to support UCW's business objectives, mission, and purpose:


Payroll Processing:


Oversee and process full-cycle bi-weekly payroll for a large workforce across various Canadian provinces and entities, ensuring compliance with relevant legislation and company policies within established deadlines. Ensure payroll is processed and submitted accurately and on time by coordinating the workflow across the payroll team. Review and verify new hires, terminations, and changes in the payroll data, ensuring accuracy and proper documentation. Calculate and process additional earnings such as overtime, bonuses, stipends, commissions, allowances, etc., ensuring proper deductions at source. Address and respond to payroll queries from employees, management, related and external parties. Calculate and process sessional faculty payment and provide feedback on incoming payment data to the proper departments in a timely manner, resolving any discrepancies where required. Issue ROEs promptly for terminations and resignations outside of the regular pay cycle. Prepare and post payroll-related journals, including salary expenses, benefits and statutory deductions, ensuring accurate allocation across departments and entities. Resolve and rectify over/under payment cases and provide explanations to employees if needed.
Benefits Administration:


Develop a working knowledge of the benefits provided by the University. Business partner with HR to process RRSP enrollments and contributions, ensuring timely and accurate remittances. Respond to employee inquiries regarding benefits, providing clear and concise information.
Month-end and Financial Reporting:


Prepare and post of month-end payroll journals, such as stub-period accrual, vacation accrual, and one-off non-recurring accruals. Reconcile payroll clearing account to cash and ADP to GL, ensuring alignment between payroll records and the general ledger. Prepare all payroll and benefit intercompany invoices, and collaborate with the GL team to ensure they are properly accounted for. Assist in the preparation of WCB and EHT calculations and submissions, and reconciliations. Assist with the preparation of year-end related activities, including updating taxable benefits, producing T4s, T4As and T2200s. Analyze existing processes and workflows to identify inefficiencies, bottlenecks, and areas for optimization and support continuous improvement initiatives.
Process Improvement and Compliance:


Assist the Payroll Supervisor in developing and maintaining a comprehensive set of Standard Operating Procedures (SOPs) to document all payroll processing activities, ensuring alignment with organizational goals and regulatory requirements. Assist the Payroll Supervisor in ensuring compliance with federal and provincial payroll legislation, staying current with changes and updates. Continuously identify opportunities for process enhancements, recommending and implementing improvements to improve efficiency and accuracy.

Education and Experience:


Payroll Compliance Professional (PCP) certification required, with preference for candidates who are or will be working towards a Payroll Management Professional (PMP) certification. Comprehensive knowledge of Canadian and BC payroll legislations and regulatory framework. A degree in a related field and a major in accounting is preferred. Minimum 3 - 5 years of experience in payroll and benefits administration combined with sound accounting knowledge Experience in financial close, especially payroll month journal preparation and payroll account reconciliations. Experience with ADP Workforce is an asset. Advanced-level working knowledge of the MS Office Suite, particularly Excel.
