Required Qualifications

Your accomplishments and dazzling proficiencies:

  • Bachelors University degree in related discipline
  • Minimum of 5 years direct payroll, benefits and pension management experience.
  • Payroll Compliance Practitioner (PCP) designation required; Payroll Leadership Professional (PLP) designation or in progress is considered an asset.
  • Public sector experience (government, secondary or post secondary education sector or municipal sector) preferred but not mandatory
  • Ability to meet position related deadlines which may require working extra hours.
  • Accuracy with attention to detail.
  • Flexibility and knowledge to handle all payroll, benefit & pension aspects.
  • Knowledge of payroll, benefit, pension and accommodation requirements and legislation (accounting, provincial, federal).
  • Demonstrate tactful communication skills and confidentiality in dealing with employee issues.
  • Proficiency with preparing journal entries and reconciliation of all payroll & benefits accounts.
  • Knowledge and experience with the Local Authorities Pension Plan (LAPP) is desired.
  • Experience in a municipal or local government environment is an asset.
  • Intermediate Excel skills and basic software reporting skills.
  • Demonstrate knowledge and experience of basic computer functions (emails, MS Office Suite) as well as basic keyboarding skills.
  • Must have strong human resource systems experience; prior experience with AVANTI considered a great asset.

What does a \xe2\x80\x9cSenior Payroll, Benefits & Pension Administrator\xe2\x80\x9d look like?

The Senior Payroll, Benefits & Pension Administrator will work in tandem with an incumbent Payroll & Benefits Administrator as part of the Payroll & Benefits team. The team is responsible for the complete processing of assigned hourly and salaried payrolls using Avanti payroll management software. This position will process the Local Authorities Pension Plan (LAPP), Workers Compensation Board (WCB) payments and reconciliations, and all other employee benefits (extended health, dental, ADD, travel insurance, life insurance etc). In addition to payroll administration, the Senior Payroll, Benefits and Pension Administrator is responsible for compiling information for monthly reconciliations, annual reporting and audit support.

Note: this is not a remote or hybrid work opportunity, you will be required to work on campus and relocate to Fort McMurray, AB.

What your expertise will be needed for:

Core Accountabilities:
  • Ensure compliance with all federal, provincial, and other applicable legislation and communication of changes to management as required.
  • Ensure compliance with union and association agreements as well as college policy for all payments made.
  • Along with Payroll and Benefits Administrator, responsible for the collection, calculation and entering of data and ensuring timely, accurate, and compliant pay runs.
  • Update payroll records, review, and approve changes to the system.
  • Balance the payroll accounts and resolve any discrepancies.
  • Prepare and deliver relevant reports to leader, auditors and Finance.
  • Responsible for reports and related remittances covering payroll, benefits, government programs, carriers, and year-end, including accruals, ROEs, and T4\'s.
  • Process payroll and related pay adjustments via Avanti Payroll System
  • Ensure up-to-date compliance with Revenue Canada, Employment Standards, and other applicable legislation, regulations, policies, and collective agreements.
  • Produce custom and system-generated reports as required.
  • Be/become a subject matter expert regarding the Avanti application, answer employee questions, and advise employees of any issues and changes.
  • Process new hires, terminations, and all other personnel changes and prepare employee letters as required.
  • Work cooperatively to respond to all payroll, pension (LAPP), benefits, and WCB inquiries in a timely and professional manner.
  • Maintain employee confidentiality by keeping all information and payroll files confidential.
Group Benefit Plan
  • Review, evaluate, negotiate, and implement new benefits providers/programs as required.
  • Work with benefit providers regarding renewals.
  • Reconcile benefit payments made to each of our providers and work with the Finance counterpart to ensure the GL accounts are reconciled monthly
  • Ensure benefit payment collection from employees on leave or manage befit coverage as per College policy or procedures
  • Process new hires, changes and terminations to benefits as required.
  • Prepare claims for life insurance payments and liaison with the beneficiaries regarding their rights and responsibilities.
  • Provide information to Health Services Manager related to administering the long-term disability program
Local Authorities Pension Plan
  • Manage enrollment, changes, and termination of eligibility based on policy and legislation requirements.
  • Organize employee information sessions as well as provide literature and education on the Local Authorities Pension Plan (LAPP).
  • Provide advice and information to employees regarding retirement, membership, and optional service buy backs.
  • Reconcile payments and deductions on a monthly and annual basis.
  • Oversee the triennial audit of the pension administration.
  • Ensure Pension Adjustments are calculated accurately and applied to employee tax documents.

Advertised Salary Compensation is competitive and includes a comprehensive health and benefits package. This position qualifies for the Northern Living Allowance of $1,040.00 per month. This allowance is reviewed annually and is subject to budget approval.
