Job Function:

  • Provide technical specialist support for the design and life cycle management of information systems/tools to ensure secure operation of the bulk transmission and/or distribution systems.
  • Contribute to projects to initiate technical direction, user requirements, system design, software coding, systems integration, researching and training.
  • Maintain client satisfaction and cooperative relations with technical staff.
  • Identify the potential advantages in revising existing products/services.
  • Provide consulting support to clients and internal staff in search of solutions.

:
  • Develop integrated and advanced computer-based information solutions for business processes related to the secure operation and operations planning of the transmission and/or distribution systems.
  • Entails the analysis of customer requirements, the formation of functional specifications and the development of total information solutions (including software, hardware, communications, or business processes as they relate to individual contributors or project management).
  • Contribute to the evolution of existing advanced information systems and tools related to the operation, security and settlement of the transmission/distribution systems by implementing enhancements to provide additional functionality, improved reliability and/or maintainability and problem correction.
  • Command a thorough knowledge of internal/external customers' business and Operations Technology’s own capabilities.
  • Develop a close relationship with customers to identify potential improvements to existing systems and to identify new information system requirements.
  • Provide extensive consultation to customers.
  • Identify opportunities for information solutions that will provide substantial benefits for the transmission/distribution operations function and to the Company.
  • Herein one must address the total solution in terms of communications, data sources, software tools, integration with existing functions, user interfaces, algorithms, etc.
  • Contribute to projects for the development and expansion of advanced information systems and tools. In addition, provide technical leadership to such projects and/or teams.
  • Participate in the development of strategic plans and standards.
  • Perform other duties as required.

Selection Criteria:
  • Extensive expertise with infrastructure-level Oracle database technology include Real Application Clusters (RAC) and DataGuard capabilities, and advanced technical knowledge of software and systems used in the portfolio of operating tools.
  • Familiarity with Control Room operations and processes, and knowledge of associated operating platforms/applications/tools.
  • Broad technical knowledge of power system IT assets, use, connectivity, and asset management using life-cycle management methodologies.
  • Knowledge of HA/DR application/database technologies including clustering, load balancing, and replication.
  • Thorough understanding of software development models and quality control processes, application lifecycle management (ALM), and security development lifecycles (SDL), and associated tools.
  • Expert knowledge of system/application/database structure, routing, security, and resiliency.
  • Advanced knowledge of application authentication and authorization methods.
  • Knowledge of service-oriented architecture, messaging and service bus solutions, application state management, RESTful application architecture, and JSON/XML data exchange formats.
  • Familiarity with PowerShell scripting and use of Desired State Configuration (DSC).
  • Knowledge of databases and experience with data analysis and report preparation.
  • Intermediate knowledge of computer technology and equipment configurations, operating systems and application programming to develop, support, troubleshoot, and optimize system-level software and scripts.
  • Thorough understanding of the ITIL framework, particularly Service Transition and Service Operation phases, and experience working with Change Management, Knowledge Management, Incident Management, and Problem Management processes.
  • Familiarity with the GitLab DevOps platform.
  • Familiarity with the Micro Focus ALM (formerly HP Quality Centre [HP-QC]) test management platform and automated testing tools including Automai Apploader.
  • Experience developing software using various programming and scripting languages.
  • Experience providing technical support to users of operational software and hardware.
  • Strong customer service orientation.
  • Demonstrated ability to provide prompt and effective after-hours on-call support for critical applications.
  • Knowledge of relational and NoSQL database design, data modeling, application data interfacing exchange technologies.
  • Advanced knowledge of on-premise computer technology and equipment configurations, operating systems and application programming.
  • Demonstrated record of self-motivated behavior and perseverance to accomplish objectives in spite of obstacles.
  • Demonstrated ability to coordinate work, and work in a team environment.
  • Professional level of oral and written communication skills.

Essential Competencies:
  • Requires 4-year university degree in Engineering, Computer Science, or equivalent.
  • In-depth knowledge of Tx Control Room operations.
    Expert knowledge of systems, applications, and databases supporting the Operating Tools portfolio.
  • Ability to lead a technical team with minimal supervision.
  • Ability to develop cooperative relationships while interacting with others.
  • Ability to use keen investigative, analytical and decision-making skills.
  • Self-motivated, proactive, and innovative.
  • Desire to assist and guide others and meet their needs.
  • Ability to coordinate complex work in cross-functional teams.
  • Ability to build persuasive arguments based on logic and facts.
  • A period of 8 to 10 years working as a specialist in real-time operating applications in a large-scale transmission or distribution operating centre is considered necessary to gain this experience.
