Our Transportation Planning and Engineering department is looking for a Senior Manager, Transit Programs to join their team!

What You Will Do

Reporting to the Head, Transportation Planning and Engineering, as the Senior Manager, Transit Priority Programs you will provide strategic leadership, coordination, and project sponsorship for some of the TTC's most high-impact transit initiatives. These include bus priority lane projects, smart transportation infrastructure pilots, subway capacity enhancement program, and other complex transit initiatives requiring interdepartmental and interagency collaboration.



As the Senior Manager of Transit Programs, you will be responsible for providing strategic leadership and sponsorship for high-priority transit initiatives. In this role, you will lead the planning and definition of major transit projects and programs, ensuring that their rationale, scope, stakeholder inputs, and operational implications are clearly articulated. You will provide sponsorship leadership by owning the problem statement, defining success criteria, and coordinating all aspects of transit initiatives. Additionally, you will oversee the development of business cases, funding applications, and materials for Toronto City Council and its Committees. You will serve as the internal point of accountability for advancing TTC-led transit initiatives toward implementation readiness.



You will build and maintain strong cross-functional relationships with other TTC teams--including Transportation Planning and Engineering, Service Planning and Scheduling, Strategy and Foresight, Transportation and Vehicles, Operations and Infrastructure, and Engineering, Construction and Expansion--to ensure alignment and successful delivery of projects. You will lead and participate in multi-agency working groups, technical advisory committees, and steering committees to represent TTC's interests effectively. In collaboration with internal and external partners, you will develop and deliver complex project requirements that meet organizational and stakeholder needs.



You will manage and report on the progress of key transit programs, such as bus priority lanes, ensuring that milestones are met and objectives achieved. Your responsibilities will include monitoring performance, identifying delivery risks, and recommending and implementing mitigation strategies. You will also ensure consistency in technical and service standards across all projects and implementation phases.



In this role, you will build and lead a team of project leads, planners, and analysts dedicated to project development and program advancement. You will provide coaching, direction, and oversight of work plans and deliverables, fostering a collaborative and outcomes-focused culture that complements existing planning and engineering functions.

What Qualifications Do You Bring?

As the Senior Manager, Transit Programs you will bring:


Extensive experience in transit project leadership, capital program development, or strategic infrastructure planning.



Proven success leading high-profile, politically visible, multi-stakeholder transit/infrastructure projects.



Expertise in project sponsorship, program governance, capital planning and delivery.



In-depth knowledge of transportation planning principles, transit service planning, policy development, and research methods.



Strong understanding of municipal transportation systems, surface transit operations, and urban mobility strategies.



Advanced knowledge of infrastructure development, funding programs, and regulatory environments.



Skilled in complex analysis, transit modeling, cost-benefit analysis, and quantitative methods.



Ability to manage multi-disciplinary projects and deliver under tight timelines.



Excellent communication skills for reports and presentations to senior stakeholders.



Strong leadership, problem-solving, negotiation, and stakeholder management abilities.



Proficiency in Microsoft Office, GIS, and related systems.



Knowledge of fiscal/human resources policies, safety regulations, and accessibility legislation.



A University degree in Planning or Transportation Engineering, or equivalent combination of education and experience.



Working knowledge of human rights legislation and corporate policies, including the Ontario Human Rights Code, Occupational Health and Safety Act, and applicable TTC policies including but not limited to Respect and Dignity and Workplace Violence is required.



Professional registration (OPPI, PEO) and/or PMP certification is considered an asset.
