The Opportunity
The City of St. Albert is recruiting an individual to join our Public Operations department as a Senior Manager, Transit & Fleet.
Reporting to the Director, Public Operations, this position will be responsible for the management, implementation, and performance of St. Albert Transit's conventional and specialized transit service offerings. The incumbent will manage, plan, design, implement and organize all aspects of transit operations to ensure the overall safe and efficient operations of the transit service and to effectively meet the needs of riders and the local community.
The key responsibilities will include:
Collaborating with the Director to align the strategic direction of St. Albert Transit services and enhance operational effectiveness through planning and performance analysis.
Driving change by applying creativity and strategic thinking to improve departmental and community processes.
Overseeing analytics to evaluate transit impact, leading research for improvements, and coordinating metrics for open data and program evaluation.
Overseeing customer service initiatives and staff support, managing transit operations including planning and vendor services, and supervising fleet and facilities management to ensure sustainable and compliant transit services.
Overseeing budget planning and financial reporting for St. Albert Transit and City Fleet, ensuring alignment with corporate guidelines and enhancing accountability.
Establishing and maintaining collaborative relationships with City departments, acting as a key liaison with residents, regional transit agencies, and stakeholders, and building connections with government and community partners.
Qualifications
A Bachelor's degree in Engineering, Public Administration, Transportation, Logistics, or a related field, plus ten (10) years of senior leadership experience in operational services. This experience should include ongoing monitoring and evaluation of corporate programs, services, and service levels.
Demonstrated high emotional intelligence with leadership competencies in team empowerment and performance management.
Proficient in municipal budgeting and financial management, with the ability to handle diverse and competing priorities.
Extensive experience in long-range, complex urban transit planning and development, with a creative and innovative approach to change management.
A Master's degree or professional designation is an asset. The ideal candidate will possess certifications such as CCLP, P.Eng., and/or PMP.
Additional certification or coursework/training in financial management; public administration; change management; or other leadership training is an asset.
Experience at the municipal, provincial with national level experience is an asset.
Hours of Work
This position works 40 hours per week, Monday - Friday (8:00 - 5:00) and receives one Earned Day Off (EDO) per month.
Compensation
$ 142,062 - $ 171,311 per annum. In addition, the City of St. Albert provides a generous benefits package that includes a pension plan (LAPP) and four (4) weeks of annual vacation entitlement.
