Purpose of Job:

Operational resilience is an area of increasing focus for global regulators and expectations are evolving. Scotiabank is enhancing its operational resilience capabilities with the Enterprise Operational Risk function and is looking to add a Senior Manager to the Operational Resilience team who will report to the Director Operational Resilience to support the build out and implementation of an enterprise Operational Resilience program. The role is responsible for:
I. Supporting the development and roll out of an Operational Resilience policy and all related methodologies
II. Supporting the development of a target operating model and RACI for coordination with other operational risk
teams
III. Establishing reporting on framework implementation progress and resilience evaluations
IV. Leading discussions on technology needs to support the framework methodologies and documentation
requirements
V. Coordinating communication with senior management and stakeholders and running appropriate forums
Job Responsibilities:
Program Build
1. Contribute towards the strategy for developing and implementing the operational resilience framework
2. Build on Target Operating Model to develop and implement the RACI model across all lines of defense, business
lines and corporate functions with clear roles and accountabilities established
3. Liaise with external networks and industry groups to stay abreast of current Operational Resilience practices,
including related developments in peer banks, and the latest regulatory expectations and guidance
4. Support the overall design and implementation of an enhanced global enterprise-wide Operational Resilience Program. This may include leading or assisting with the following activities:
a. Approach for the identification, inventory, and prioritization of enterprise-wide critical business services
b. Approach for setting impact tolerance for the identified critical business services
c. Approach for scenario analysis
d. Defining a global implementation strategy and plan
e. Training of stakeholder groups for global execution of program
f. Designing and implementing annual testing and self-certification process
g. Establishing and addressing technology strategy for repository and status reporting
h. Mapping enterprise critical business services and shared services to assess resiliency
5. Coordinate senior management and stakeholder meetings and working groups as appropriate
6. Establish and coordinating reporting as appropriate
7. Working with other operational risk stakeholders to explore integration with operational risk management
programs
Communications and Change Management
1. Develop and execute on a comprehensive communication and change management strategy to ensure adoption of operational resilience policies and standards across the enterprise
2. Build out and support the training of partners supporting roll out of operational resilience mapping and selfassessment procedure.
3. Manage coordination with distributed Operational Risk teams and other teams within GRM

Support other projects as required:
1. Drive or support ongoing and additional operational risk management projects as required.
Job Requirements:

  • 5+ years\xe2\x80\x99 experience developing, implementing, and managing similar large-scale, cross-functional organizational change initiatives
  • Experience and knowledge of Risk Management concepts like Operational risk management, Risk appetite, Internal controls, Business continuity management, Crises management, Third party risk management, Cyber risk, and related operational resilience concepts
  • Experience of managing communication with regulators like OSFI
  • Experience and knowledge of change management, communications and learning principles, methodologies, and tools
  • Solid understanding of financial institutions, infrastructures and markets required
  • Excellent organizational skills and ability to manage multiple projects
  • Ability to deliver complex projects under challenging timelines
  • Ability to identify, manage and collaborate with multiple stakeholders across the global footprint
  • Excellent written and verbal communication skills required to prepare communications and interact effectively with senior levels of management throughout the Bank
  • Undergraduate degree required; MBA or CA preferred
  • Knowledge of Scotiabank organizational structure
