Posting Close: June 26, 2024Position SummaryReporting to the Director, Housing Services, the Senior Manager, Housing Services will be responsible for ensuring the development of programs and services intended to build community, enhance housing stability and quality of life for clients. The Senior Manager, Housing Services will also be responsible for oversight of the operational requirements of their assigned portfolio, to work collaboratively with management from other departments and programs by enhancing the current services, and for taking our program to a new and improved level of service. The Senior Manager will be required to perform the duties of their role in keeping with Dixon Halls mission, vision, and values, and operations as a multi-sector, multi-program, multi-site community services Agency.Duties and ResponsibilitiesProgram Delivery

  • Support the Housing Services department in its operations, and strategic planning.
  • Support Housing Services department with internal program development and collaboration.
  • Lead and manage Dixon Halls transition to supportive housing operator.
  • Provide support to Housing Services managers, supervisors, and staff in ongoing program development.
  • Support Housing Services teams to identify ongoing learning, training and team building exercises.
  • Support the development and growth of the Housing Services department in areas of housing support work, harm reduction, hoarding and pest support and food security.
  • Stay abreast of best practices across Supportive Housing Systems locally and internationally.
  • Initiate, prepare, and supports funding proposals including speaking engagements and other presentations.
  • Follow up with funders and reports to them in a timely fashion.
  • Develop and manage the annual department budget for the Housing Services programs.
  • Monitor and control project progress, objectives, and costs against the established schedule and budget.
  • Review and interpret budgetary information and financial data; monitor expenses and perform cost-benefit analysis; assess and manage financial risks; and ensure financial accounting and auditing comply with applicable law.
  • Oversee all expenditures to ensure department operates within budgetary guidelines.
  • Review financial statements and act on variances to bring expenditures in line with budget.
Partnership Development
  • Collaborate across Dixon Hall departments to foster agency-wide collaborations around issues of poverty and isolation.
  • Establish and maintain significant partnerships with external service providers such as a range of health service providers, Toronto Police Service, emergency medical service.
  • Develop and maintain partnerships designed to enhance service delivery across the Housing Services department.
  • Participate in strategic planning meetings for the Housing Services Department.
  • Collaborate with Real Estate and Property Management department in the development and implementation of housing operations.
  • Work in tandem with the Housing Operator to oversee Landlord Tenant Board issues across the Housing Services department.
  • Convene regular meetings with the Property Management Team/Housing Operator to address operations across Housing Services department.
  • Work across the Agency to respond to opportunities for new housing developments.
  • Represent the department and the Agency in a variety of planning and network tables.
People and Culture
  • Approve all hiring requests within Housing Services department made by Managers and Supervisors.
  • Communicating financial and goal results and key performance indicators to direct reports.
  • Oversee recruitment, orientation of managers, supervisors and employees within the Housing Services Department.
  • Manage, coach and mentor managers and supervisors of all program sites.
  • Manage performance issues in a timely manner.
  • Establish clear goal setting with employees and outlines expected outcomes and time frames against which they will be evaluated.
  • Consistently applies terms of the collective agreement within the department.
  • Manages payroll responsibilities for assigned portfolio.
  • Ensure that all employees within the department understand WSIB claim process and importance of return to work measures to avoid lost time claims.
  • Monitor all active WSIB claims within the department and ensure ongoing efforts are made to facilitate early return to work.
  • Other duties as assigned.
Qualifications
  • BSW, Social Services Community College Diploma, or related degree/diploma.
  • A minimum of seven (7) years management experience or related experience.
  • Management experience in a unionized environment preferred.
  • Knowledge of Residential Tenancies Act and occupancy agreements and property management.
  • Thorough understanding of homelessness, poverty, mental health, and substance use.
  • Experience with community-based resources, quality improvement and evaluation.
  • Demonstrated ability to engage and work with stakeholders from diverse sectors (public, private, non-profit, community-based organizations, resident associations, and community residents, networks, and funders) and cultures.
  • Experience writing grants and proposals for funders and in response to RFPs from funders.
  • Prepare reports on the findings and lessons learned from projects.
  • Excellent supervisory and leadership abilities.
  • Demonstrated facilitation and presentation skills.
  • Excellent computer skills including a working knowledge of evaluation and research software (MS Office applications).
  • Strong written and verbal English language communication skills with a strong ability to exchange knowledge; fluency in additional languages that are reflective of the communities in which the Agency operates will be considered an asset.
  • Experience supporting business development efforts (e.g., help prepare literature review for funding proposals).
  • Demonstrated success in research, writing and making presentations.
  • Superior organizational, analytical, problem-solving abilities. Ability to manage multiple projects and deadlines, prioritize, take initiative.
  • Experience moving implementation of projects from concept to operational stages of development.
  • Self-directed and independent, as well as proven experience in working effectively as an inter-disciplinary team member and in collaboration with other community professionals.
  • Energetic, self-motivated, flexible and adaptable, able to multi-task and work independently in a small, hands-on work environment.
  • A team player with an attitude of service and ability to motivate others.
  • Ability to manage and coordinate multiple projects in a fast-paced environment.
  • Experience in managing goals and targets.
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a Clear or satisfactory result that meets the operational requirements of the Agency.
  • Must have up-to-date vaccinations against COVID-19 with a vaccine that has been approved for use in Canada.
