The incumbent develops and controls the functions for a variety of departmental activities, coordinates, monitors and advises on departmental budgets, conducts research and/or specialized studies, practices, policies, service delivery and cost efficiency. In addition, the incumbent supervises the office support services and provides advice and assistance in processing confidential staffing matters. The incumbent participates in the departmental strategic planning initiatives; researches and recommends best budget and administrative practices; manages, hires, oversees, directs and provides leadership; conducts financial analysis for the department overall including responsibility for the full budget cycle; manages, facilitates and/or assists in special projects; compiles and analyzes data and information to support strategic planning and reporting by the department; and investigates and provides analysis and recommendations regarding issues that may have a resource or financial impact. Performs related work as required.Qualifications include bachelor\xe2\x80\x99s degree in business administration, Accounting or a related discipline, completion of a recognized accounting designation (CPA) and 8 years of related experience preferably in municipal government, or an equivalent combination of education, training, and experience. Experience working in a unionized environment is considered an asset. The role requires considerable knowledge of the functions and business requirements of the Land and Facilities Department; the principles, practices, procedures, and systems applicable to financial administration, budgets and accounting operations and business processes; various budgeting tools and City systems (e.g., SAP, GIS, Energov, REFX) and Public Sector Accounting Board reporting. The role requires the ability to prepare and monitor current and long-term operating budgets; plan, organize, develop and implement budgeting processes and services; communicate clearly, persuasively, effectively and tactfully orally and in writing and to make presentations; manage, direct and oversee staff through a subordinate supervisor and to train, mentor and review the work of same; establish and maintain effective working relationships at all levels of the organization; provide financial and budget advice; work collaboratively and interact respectfully with others; work well independently and within a team environment; exercise sound judgement in resolving budgeting problems and analyzing operations; lead and/or participate in projects and facilitate and/or participate in policy and process review and development; evaluate multiple priorities, set priorities and meet deadlines; deal with confidential and sensitive information. The role also requires strong technical aptitude and advanced skills in the use of office computer applications and financial systems, preferably SAP.
