Position Overview
The Ministry of Primary and Preventative Health Services is seeking a Senior IT Technical Business Analyst to provide advanced business analysis and technical requirements expertise in support of priority initiatives across the Ministry.
This role is responsible for eliciting, analyzing, validating, and translating complex business requirements into clear technical specifications that support system modernization, process improvement, system replacements, and enhancements to existing digital health and administrative platforms.
The successful candidate will work closely with business stakeholders, solution architects, developers, and delivery teams to ensure requirements are well-defined, technically feasible, and aligned with operational, legislative, and architectural constraints. This role plays a critical part in reducing delivery risk and improving solution outcomes across multiple concurrent initiatives.
Experience working within the Canadian health system, and familiarity with Alberta's health ecosystem, stakeholders, and regulatory environment is highly desirable.
Key Responsibilities
1. Business Analysis & Requirements Management
Lead end-to-end requirements activities including elicitation, analysis, refinement, validation, and documentation.
Analyze and document business processes, workflows, use cases, and functional/non-functional requirements.
Translate business needs into clear, actionable technical specifications for architecture, development, and delivery teams.
Evaluate new service or technology requests and assess impacts to systems, operations, and stakeholders.
Support project planning activities including estimates, schedules, task breakdowns, and resource considerations.
2. Technical Evaluation & Solution Support
Research and assess emerging technologies relevant to assigned initiatives.
Evaluate existing systems and services, recommending remediation, enhancement, or modernization approaches.
Support proof-of-concept initiatives and limited production deployments.
Contribute to solution designs, service definitions, test plans, and technical documentation.
Assist in defining hardware, software, and infrastructure requirements to meet project objectives.
Prepare technical recommendations and briefings for management and project teams.
3. Quality, Change Management & Governance
Provide quality assurance support during solution implementation and production releases.
Ensure alignment with approved change management and governance processes.
Interpret and communicate operational policies, standards, and guidelines to stakeholders.
Identify risks, issues, and dependencies; recommend mitigation strategies.
Track and report on deliverables, timelines, and work effort as required.
Qualifications & Experience
Demonstrated senior-level experience as an IT Technical Business Analyst supporting complex initiatives.
Experience working in healthcare or public-sector environments, preferably within the Canadian or Alberta health system.
Strong understanding of health information legislation and regulation, such as:
Health Information Act (HIA)
Electronic Health Regulation
Comparable Canadian health information frameworks
Proven ability to engage with senior business and technical stakeholders.
Excellent written and verbal communication skills, with the ability to translate complex technical concepts for non-technical audiences.
Experience supporting multiple concurrent initiatives in fast-paced environments.
Additional Requirements
Residency: Must reside in Canada for the duration of the contract.
Work Location: Primarily remote; occasional on-site attendance in Edmonton may be required with reasonable notice. Travel time and expenses are not reimbursed.
Data Residency: All work performed remotely must ensure data remains within Canada.
Working Hours: 8 hours per day during standard business hours; availability for meetings is required.
Equipment: Resource must supply their own computer (Windows preferred) compatible with Azure Virtual Desktop (AVD).
Security Clearance: Criminal record check required prior to commencement.
Mandatory Training: Completion of required Government of Alberta training, including FOIP, HIA, cybersecurity, information management, and workplace conduct.
