Join the dynamic team at the Open City and Technology Branch (OCT) Technology Project Management Office (PMO) as a Senior IT Business Analyst, where your expertise will shape the future of transformative projects! In this pivotal role, reporting directly to a PMO program manager, you will take the reins in helping to steer large-scale technology projects from inception to triumphant completion. Your influence will extend across cross-departmental project teams, where your insights and advice will be instrumental. Collaborating seamlessly with internal and external partners, you will play a key role in supporting project delivery and driving initiatives to enhance our business analysis practices at the City.

What will you do?

  • Leading and overseeing the business analysis streams on large, transformational, and/or complex projects using current business analysis methodologies and best practices, including the major areas of:
  • Stakeholder management
  • Requirements management
  • Solution verification and validation
  • Solution deployment
  • Operate with a high degree of autonomy, ensuring compliance and alignment of processes, technology, directives, products, and services, in order to maximize business value
  • Strategically partner with business and technology partners to define, lead, and deliver strategic & transformational technology initiatives
  • Effectively communicate at all levels of the organization, conveying technical and/or business concepts to diverse audiences, gaining stakeholder trust and buy-in
  • Provide innovative, strategic, and tactful resolutions to business process obstacles and technological challenges
  • Apply industry best practices, methods, tools, approaches, and techniques to improve the City's business analysis, process management, and organizational change management capabilities
  • Develop content for procurement processes, including Requests for Information (RFI), Requests for Proposals (RFP), and vendor evaluation and selection
  • Understand how technology and business requirements can be used to drive maximum business value based on the City of Edmonton's strategic direction
  • Maintain strong technology and business acumen for technology services, products, applications, and emerging technologies through training, research, investigation, and peer forums
  • Play a leading role in fostering growth of the business analysis practice within the PMO section
Qualifications
  • University degree in Computing Science and a 6 years of progressively responsible experience in business analysis and business process management in an IT environment; OR
  • Diploma in Computer Technology or Business Analysis and 7 years of progressively responsible experience in business analysis and business process management in an IT environment
Assets:
  • Certification in business analysis (e.g., CBAP Certification from the International Institute of Business Analysis) would be considered an asset
Skills required for success:
  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
  • Strong interpersonal relationship skills with the ability to build and foster innovative and collaborative partnerships with all levels within an organization
  • Strong verbal and written communication skills, including report writing and presenting to executive partners
  • Ability to make data-driven decisions based on an acute understanding of business analytics/business intelligence tools, techniques, and outputs
  • Innovate and inquisitive nature to seek out non-standard solutions to challenges and to proactively provide recommendations for process improvements
Work Environment:
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Hours of Work: 33.75 hours per week, Monday - Friday
Salary Range: $57.482 - $73.265 (Hourly); $101,268.91 - $129,074.61 (Annually)
