As a Senior Investment Analyst with the Corporate Finance Division you will work to maximize returns on the City\'s investment portfolios within acceptable levels of risk.

Major Responsibilities:
  • Develops and prepares written reports that analyze various investment policy options and other banking and investment issues for management, Committees of Council, and the Toronto Investment Board.
  • Maintains cash flow forecasting models and manages the City\'s cash flow function to ensure the City has sufficient liquidity for its daily operations and capital expenditures while earning optimal risk-adjusted return.
  • Identifies yield trends and uses analytical judgment in evaluating money market investment alternatives to execute money market transactions The City has an average money market investment holding of $1-2 billion annually with an average trading volume of $30 billion.
  • Performs the daily compliance check and periodic reporting to ensure compliance with the City of Toronto Act 2006 and Council-approved investment policies.
  • Performs portfolio modeling and analytics for various funds that would include cash flow, market and economic analysis, forward-rate analysis, benchmark analysis, scenario analysis, etc. The modeling and analytics are used to support the determination of sinking fund funding sufficiency and various strategic asset allocation investment and funding strategies
  • Executes non-money market fixed income transactions and manages the Trust Funds and Collateral portfolios under the guidance and supervision of the Manager, Investments.
  • Investigates, analyzes and integrates findings on issuers, fiscal and economic policies, taxation issues and intergovernmental affairs that could have an impact on the City.
  • Establishes and maintains ongoing relationships with investment portfolios and co-ordinates the year-end accounting process as well as external and internal audit processes
  • Performs monthly income reconciliations for all investment portfolios and co-ordinates the year-end accounting process as well as external and internal audit processes.
  • Maintains debt and investment data and prepares monthly reporting that includes key statistics, annualized returns forecasted annual earnings vs budget, etc., as well as briefing notes on a variety of topics as required.
  • Provides advice to the Accounting Assistant and Business Analyst in their analytical and reporting assignments upon request.
  • Provides support for debt management analytics and reporting.
  • Provides support in the area of Letters of Credit including regular updates to policy and the approved list of issuers.
  • As needed, assist in various projects related to the FIDM information system and purchasing matters.
  • Performs long-term capital plan modeling that would include market and economic monitoring, yield and credit spread forecast and scenario analysis, etc.
  • Performs other duties, as deemed necessary, which relate to the responsibilities of the Capital Markets Section.
Key Qualifications: * Extensive experience in writing reports, briefings and policy papers for senior management.
  • Considerable experience in policy research and development and financial analysis.
  • Experience with institutional investment and/or investment analytics and performance measurement.
  • Ability to communicate effectively both verbally and in writing, at all organizational levels.
  • Superior research, analytical, and problem solving skills.
  • Excellent organization skills, detail-oriented and the ability to work independently and as a member of a team.
  • Solid decision making skills with the ability to understand and assess business needs and risks.
  • Ability to establish partnerships with client departments/divisions at all levels within the organization.
  • Ability to develop project terms of reference, objectives and goals.
  • Good understanding of municipal legislative framework and decision-making processes.
  • Familiarity with government legislation in the area of occupational health and safety.
  • Experience with SAP considered an asset.
