Job Description

The

Senior Human Resources (HR) Information Specialist

will provide expert advice, assistance, analysis, insights, technical expertise, and data visualization to the Director of HR Analytics, Systems, Payroll, and Learning and Development (Organizational Development) as well as to the Chief of People and Professional Practice, other Directors in People and Professional Practice in Health PEI. The position reports directly to the Director of HR Analytics, Systems, Payroll, and Learning and Development (Organizational Development). The position will provide the Executive Leadership Team (ELT) of Health PEI with accurate, pivotal, timely and relevant health human resources data analysis, insights, and data visualization for all health professions.

Duties:



Extracts and analyze data from HR information systems and available databases for the purpose of identifying trends, projecting needs, and establishing benchmarks. Connects, liaises, and coordinates with ITSS, Finance, Payroll, and Health Analytics on reporting databases, and secure transfer of health human resources data Provides high level and detailed data analysis, insights, and data visualization of all Health PEI HR data, including but not limited to forecasts, trend analysis, in depth review of age, service, and attrition data for all health professions and makes recommendations on current and future HR demands. Works to automate and streamline report creation and distribution. Connects, liaises, and coordinates with ITSS, PSC Central HRMS, and Health Analytics to design, develop, implement, and maintain a reporting database for health human resources and payroll raw data. Based on evidence and research, provides independent advice and analysis with respect to current and emerging HR issues, opportunities, and challenges in Health PEI's scope of service. Use of and design, development, report generation, and visualization software and applications, including but not limited to SAP Crystal Reports, BOE, and Power BI Designs, develops and maintains analytical reports and spreadsheets to ensure accurate and timely information is available for management Makes recommendations and provides impact analysis to the Director of HR Analytics, Systems, Payroll, and Learning and Development (Organizational Development), the People and Professional Practice Directors and Chief, and Executive Leadership Team as a result of comparative analysis from initiatives in other provinces, emerging trends, and being mindful of costs and probability of success. Maintains a competent working knowledge of the programs and services of Health PEI, including the relevant demographic, labour relations, professional standards, scope of practice, and organizational change initiatives that could impact service delivery. Research and evaluate the human resource implications of planned changes in health service delivery models and reports conclusions. Provides various forecasting and trending analysis on all health professions. Employs statistical analysis, methods and techniques to transform raw data into relevant and timely information designed to aid senior management in tactical, operational and strategic decision-making processes related to the workforce. Presents "best practice" in terms of health human resource planning policies, practices, and initiatives from other jurisdictions and assesses their feasibility / potential impact relative to Health PEI. Works with Payroll and HRIS to design, develop, and implement automated audit and reports Provides expert evidence-based advice, data, insights, and data visualization to the Human Resources Planning process as well as other workforce recruitment and transformation office committees Recommend changes to existing strategies or development of new strategies Assesses, researches and evaluates various scenario projections for potential changes to service delivery of workforce recruitment and learning and development initiatives. Contributes expertise in the development of Health PEI's strategic health human resource priorities and policies Provides expert advice to the Director of HR Analytics, Systems, Payroll, Learning and Development and Chief and Directors of People and Professional Practice, regarding the development of effective HR planning, changes in scope of practice and associated impact of these changes that are consistent with the mandate and the Strategic Plan of Health PEI, and other related planning documents. Ensures high levels of current and historical HR and payroll data availability Works with ITSS data architecture team to define data standards and models Maintains data quality of health HR data warehouse, including proper data security, by performing regular data audits, investigating and working with appropriate parties to resolve any data integrity issues. Coordinates with HR Information Systems (HRIS) team on standardization in collection of data in PeopleSoft. Creates, designs, and delivers formatted, interactive reports in Crystal Reports (or other business intelligence reporting tools) from various data sources, including but not limited to the health hr and payroll data warehouse Acts as a leader and advocate of health hr and payroll data management, including coaching, training, and career development for Analytics teammates, broader HR/Payroll staff, and operational leaders. Due to the provincial nature of this role, travel is required .

Minimum Qualifications:



Bachelor's degree in a related area with concentrations in either finance/business/economics, Health Informatics, Epidemiology, Statistics, and human resources management; a Master's degree in the above related areas would be considered an asset. Must have strong organizational skills and ability to manage large volumes of information while meeting multiple, time sensitive deadlines.

Demonstrated equivalencies will be considered

Must have demonstrated an intermediate level of knowledge and skill using Human Resource Information Systems (HRIS) or similar applications (i.e. Peoplesoft) as well as running queries and performing statistical analysis on gathered HRIS data. Demonstrated expertise with health HR data sets and systems including the development, implementation and oversight of data holdings and dashboards in support of HPEI's reporting requirements and overarching goals. Proven proficiency and considerable experience in working with health and/or HR IT systems and databases. Extensive experience in quantitative and qualitative data collection, statistical analysis using R, SAP Crystal Reporting or SQL, and development of analytic products. Extensive experience with SAP Crystal Reports, BOE, and Power BI preferred. Extensive knowledge and skills in the following areas: Human resource and labour market analysis, planning and costing, evaluation, research methods, and organizational design. Provincial, regional, national health service delivery issues and initiatives, and the implications for PEI. The provincial health system, health programs, services, and policies. Program and policy analysis with a view to providing best practice advice and recommendations in respect of findings. Formulating and presenting options and advice to senior and executive management. Managing projects. Continuous improvement initiatives. Develop briefing materials, presentations or documents with sound recommendations for senior and executive management and various audiences. Ability to develop and manage relationships while participating on committees, project teams and working groups to contribute to analysis of complex policy, program, human resource issues and initiatives Forecasting based on staffing models, staffing complements and program design Must be proficient with Microsoft Office Suite Requires strong, interpersonal and collaborative skills, excellent oral and written communication skills, the ability to work comfortably in a complex and changing environment, ability to carry out complex analysis, ability to organize, plan and think strategically, a high level of analytical and research capability, and the ability to work as an integral part of a versatile team; Human resources certification (CPHR) is considered an asset.

Other Qualifications:



Course work and experience in project management, research methods, statistics and facilitation would be an asset

Salary Range:

$40.77 - $50.96 per hour (Level 20 Excluded))

75 hours bi-weekly / Mon - Fri
