About Our Opportunity

Report to the Manager of Geographic Solutions, you are responsible for providing extensive, specialized Geomatics business analysis expertise necessary to plan, design, develop and implement complex Geographic Information Systems for the delivery of the Department\'s Geomatics services. You will be a member of a team and will lead a project in the support of the Infrastructure Registry Management Application (IRMA) which is a key element within the Nova Scotia Asset Management Program.

  • Utilizing a variety of complex tools within GIS software development
Qualifications and Experience

The successful candidate would ideally have the following educations/professional experience levels:
  • B.Sc. in Computing Science plus a minimum of three years of relevant experience;
You must also be proficient in the following in a GIS environment:
  • Gathering business and functional requirements
  • GIS application/system design
  • GIS application/system development
  • Utilizing a variety of complex tools within GIS software development lifecycle including:
  • Programming software: MS Visual Studio 2019+, MS Visual Studio Code
  • .Net Core and above
  • Various Programming languages: C#, JavaScript, Python, jQuery
  • GIS systems: ESRI products (ArcGIS, ArcObjects, ArcGIS Server, ArcGIS JavaScript API 4.x, Etc.)
  • Web development: (HTML, CSS 3.x, Scripting)
  • Database software: SQL, Oracle, database design, PL/SQL
Additional Considerations

The successful candidate would also possess the following:
  • Three years of accumulative application development experience in a GIS environment (ArcGIS, C#, JavaScript, Python, Oracle/SDE)
  • Excellent analytical ability
  • Superior team, mentoring and consensus building skills
  • Ability to establish an effectual rapport with system users from all levels of government
  • Effective interpersonal skills, good organizational and strong verbal/ written communication skills
  • Ability to work cooperatively and collectively in a team environment
  • Ability to work under pressure managing multiple tasks with changing priorities to meet static and dynamic deadlines.
  • Ability to comprehend the uniqueness of GIS software and corporate geographic database requirements
  • Broad knowledge of government-wide issues to identify the proper magnitude and scope for problem resolution.
  • Ability to exercise a logical approach to analyzing problems, interpreting client needs while, adapt to new methodologies and software applications
  • Attention to detail and good time management skills
  • Ability to understand government standards, policies and procedures on technology
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency Includes, but is not limited to:
  • Information Technology Diploma plus a minimum of three years and six months related experience
  • Equivalent combination of training and experience.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day

Salary Range: $2,640.65 - $3,215.50 Bi-Weekly
