TTC is transforming its Finance function from a traditional controllership role to one in which Finance is a strategic business partner that provides value added, best and leading financial planning, management and reporting services across the organization


General Accountability



Reporting to the Manager, Business Partner Support \xe2\x80\x93 Capital, the Senior Financial Analyst acts as an advisor and business partner and is responsible for providing financial planning, budgeting, and financial management and control services directly to their assigned Business Partners (i.e. Departments/Groups).


Provides support in building financial strategies to support multi-year business and financial plans and leads the annual capital planning and budgeting process, including analyses and recommendation of their assigned Business Partner\xe2\x80\x99s 10-year Capital Plan that enables the delivery of TTC capital priorities and 15-year Capital Investment Plan that provides each of their capital needs over a 15-year planning horizon.


Monitors, reports and analyzes their assigned Business Partners\xe2\x80\x99 financial performance and provides oversight to ensure their Business Partners comply with corporate controls to fulfil the TTC\xe2\x80\x99s fiscal management and accountability responsibilities and financial stewardship obligations.


Provides strategic and sound financial analysis and advice to ensure informed decision-making on Business Partner-specific policies, priorities and issues by management, the Board and the City throughout the year.

Key Job Functions



Financial Planning, Budgeting & Analysis
  • Providing financial planning and budgeting support to the assigned Business Partner(s)
  • Developing assigned Business Partner\xe2\x80\x99s multi-year financial plans to support the implementation of multi-year business plans, capital and financial performance measures and targets to achieve the Corporate Plan\xe2\x80\x99s objectives and priorities
  • Developing assigned Business Partner\xe2\x80\x99s annual 10-year Capital Budget & Plan and 15-year Capital Investment Plan submissions in accordance with corporate capital planning, budgeting and/or funding strategies, policies, directions, guidelines, processes, tactics and deadlines
  • Preparing budget documentation and gathering supporting project documentation required by Business Partner Support \xe2\x80\x93 Capital, Corporate Financial Planning & Analysis \xe2\x80\x93 Capital and the CEO\xe2\x80\x99s Office to properly assess, validate and prioritize projects according to the Corporate Plan and business needs
  • Communicating and coordinating updates to assigned Business Partner\xe2\x80\x99s annual 10-year Capital Budget & Plan and 15-year Capital Investment Plan submissions based on input from Corporate Financial Planning & Analysis \xe2\x80\x93 Capital, Business Partner Support \xe2\x80\x93 Capital, the CEO\xe2\x80\x99s Office and Business Partners
  • Identifying and analyzing key or emerging issues, integration points or interdependencies between Business Partners\xe2\x80\x99 operations, plans and budgets for current and future implications on all affected Operating and Capital Budgets
  • Leveraging TTC\xe2\x80\x99s asset management plans and data to inform the planning and budgeting of Business Partner\xe2\x80\x99s delivery of state of good repair and major capital programs
  • Performing financial analysis for comprehensive business cases and costing activities for Business Partner-led projects including expected benefits and return on investment, and supporting analysis of Operating Budget impacts
  • Identifying real estate needs of assigned Business Partners and contributing annual updates to the 15-year Real Estate Investment Plan from the 10-year Capital Plan and 15-year Capital Investment Plan
  • Supporting funding agreement discussions as needed
  • Conducting research and financial analysis, and creating findings reports and presentations as needed

Financial Management & Reporting
  • Monitoring assigned Business Partner\xe2\x80\x99s compliance with financial management and reporting policies, guidelines and controls to ensure the prudent fiscal management and stewardship
  • Monitoring and tracking approved in-year budget and capital complement changes are accurately reflected in TTC\xe2\x80\x99s SAP financial system
  • Developing capital budget calendarization for assigned Business Partner based on planned spending to enable monitoring and reporting of capital spending performance and other project activities
  • Monitoring and reviewing assigned Business Partner\xe2\x80\x99s monthly project spending against calendarization, identifying in-year trends and any mitigating strategies to increase spending, and identifying and proposing in-year budget adjustments to account for projects that are delayed and projects with accelerated spending
  • Confirming that proposed in-year budget adjustments and reallocations do not exceed the Business Partner\xe2\x80\x99s approved and available budgets and funding or result in a debt impact, ensuring compliance with all applicable policies and seeking all necessary approvals
  • Leveraging dashboards to monitor Business Partner\xe2\x80\x99s financial health and performance metrics, and conducting analyses such as trending of their capital expenditures, spending rates, underspending, capital funding, use of capital resources, complement management, and other related metrics to generate insights on their financial and project health, performance, risks and issues


Key Job Functions continued


  • Preparing financial updates for assigned Business Partner to contribute to corporate financial updates for internal Committees, providing insights on their Business Partner\xe2\x80\x99s financial and project health, performance, variances and forecasts, identifying risks and issues, analyzing root causes, and recommending mitigating strategies and corrective action to management
  • Preparing quarterly and year-end variance reports and presentations for the assigned Business Partner in support of the corporate variance reporting process for the Board and the City
  • Developing financial summaries for Business Partner\xe2\x80\x99s Board Reports, identifying the recommendations\xe2\x80\x99 financial impacts, reviewing with stakeholders, and supporting the Business Partner in obtaining all necessary approvals
  • Performing Senior Business Partner-level analyses for emerging issues, priorities or requests made by senior management and the Board
  • Analyzing, reporting and supporting benefits realization from technology and transformation programs
  • Reviewing and confirming expenditures are correctly applied between Operating and Capital, and completing labour and material Journal Voucher transfers where required
  • Reviewing and approving budget expenditures against contracts and approved funding, and confirming available funding prior to contract awards
  • Analyzing and planning workforce needs, working with Business Partner to manage complement, conducting financial analysis & modelling to validate resource plans, and analyzing and reporting on overtime and vacancies
  • Performing departmental year-end activities to support corporate year-end, including ensuring the completeness and validity of assigned Business Partner\xe2\x80\x99s accruals
  • Ensuring third-party costs are recovered by supporting information gathering and arranging billing through Treasury Services
  • Working with other staff and management to ensure consistent accounting treatments and finance-related assumptions for cross-functional initiatives

Business Knowledge & Advisory Service
  • Developing a deep understanding of the Business Partner\xe2\x80\x99s business, services, processes, systems, and financial statements and assisting the Business Partner to improve processes and efficiency if possible
  • Continuously improving and proactively identifying opportunities to enhance the Business Partner\xe2\x80\x99s existing operating budgeting and forecasting processes and procedures
  • Advising the Business Partner in the development, implementation, enhancement and use of corporate systems and tools that facilitate the preparation, analysis, consolidation and reporting of business planning, budgeting and performance to support corporate decision-making

  • Building and maintaining productive relationships at all levels across the Business Partner\xe2\x80\x99s organization
  • Briefing the Business Partner on all financial planning, budgeting and management matters to ensure understanding of their financial accountabilities and improve knowledge and understanding of their financial budget, performance & health
  • Working with the Business Partner to ensure appropriate understanding of and providing advice on the proper application and compliance with corporate financial planning & budgeting policies, practices, controls and deadlines

Education and Experience


  • Post-secondary degree in Business Administration, Accounting, Finance, Economics or a related discipline, along with extensive related experience; or a combination of education, training and experience deemed to be equivalent
  • A professional accounting designation, project cost management designation, graduate degree or other designation in a related discipline would be an asset.
  • Extensive experience providing financial planning, management and analysis support services to clients of significant size, scale, complexity and/or diversity of business operations
  • Extensive experience in the preparation of financial plans, budgetary reporting and financial analysis for a managerial audience
  • Extensive knowledge of and working experience with cost control principles, methods, practices, performance measures, and financial research methods and techniques
  • Extensive experience in the reviewing and financial administration of high volumes of and/or complex contractual agreements, and supporting oversight of the performance of contractual obligations
  • Knowledge of and experience with Public Sector Accounting Standards would be considered an asset
  • Demonstrated work experience with SAP would be an asset


Additional Requirements


  • Expert knowledge in MS Word, PowerPoint and Microsoft Excel (including Macros, Pivot Tables, Lookup functions and Data Analysis functions) and other computerized applications related to financial planning, budgeting, accounting, costing and cost control
  • Strong strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop, implement and evaluate complex administrative and operating systems
  • Proven excellent written and verbal communication skills, including writing reports and delivering presentations with complex technical information to senior leadership teams
  • Ability to manage competing priorities and demands in a rapidly changing environment
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
