Overview
The Development and Regulatory Enforcement Services Department at the City of Chilliwack is seeking a dynamic individual to fill the position of Senior Development Technologist. As a Senior Development Technologist you will assist management to achieve efficient operation in the Department through reliable performance in all areas of land development and servicing work. The incumbent will be responsible for observing and complying with municipal policies, ensuring the safety and security of confidential material pertaining to the Department's operation.
Key Responsibilities:
Responsible for all work related to land development and subdivision servicing.
Review land development civil engineering plans, geotechnical reports, and environmental reports.
Investigate and report on technical issues involving drainage, roads, utilities, and other servicing.
Conduct final inspections of subdivision servicing for turnover to the City.
Monitor warranty work during the guarantee period.
Inspect and make recommendations on subdivision servicing.
Perform on-site inspections to ensure servicing is installed per approved drawings/specifications.
Review subdivision progress and advise the Approving Officer on security release or reduction.
Prepare cost estimates and coordinate sales and service work orders for servicing installations.
Coordinate the Department's review of rezoning, subdivision, Development Permits, ALR exclusion, and Development Variance Permit applications.
Prepare written reports on permit applications for Manager review and signature.
Conduct ongoing review of the Land Development Bylaw; draft amendments to technical requirements or procedures.
Coordinate review and input from all technical sections of the Department.
Attend committee meetings as directed.
Develop and implement approved new or improved work procedures.
Perform other technical work related to Department operations and additional assigned duties.
Requirements:
Must be a graduate of an Institute of Technology in the two year Civil Engineering Technologist Program and should have a minimum 5 years experience related to municipal engineering work and land development servicing - OR - an acceptable combination of training and experience.
Must be in possession of a valid B.C. Driver's Licence;
Sound knowledge of engineering principles and practices, civil inspections, and technical records for land development and municipal engineering.
Able to perform engineering computations and tabulations and interpret a wide range of technical data.
Sound knowledge of construction practices, materials, methods, and equipment used in municipal engineering.
Good knowledge of municipal bylaws, zoning regulations, and related regulations and policies affecting department operations.
Able to plan, direct, and coordinate the work of subordinate staff.
Able to maintain effective working relationships with elected and departmental officials, staff, developers, contractors, and property owners.
Able to communicate effectively orally and in writing, and to prepare and present technical and non-technical reports.
Able to read and interpret engineering drawings and plans; identify, collect, and analyze relevant data; and anticipate and resolve conflicts.
The hourly rate of pay in this position is $52.33 (2025 rate). The incumbent in this class will normally work the standard work week of Monday to Friday in accordance with the hours specified, and on occasion work overtime as authorized.
