We are seeking a highly skilled and experienced Senior Data Architect to join our dynamic team. The ideal candidate will possess a deep understanding of database technologies and architecture, with a proven track record in designing, implementing, and optimizing data solutions. This role is crucial for ensuring the integrity, performance, and availability of our data systems while supporting business objectives through effective data management strategies.
Responsibilities
Design and document the enterprise data architecture for authoritative data registers, ensuring scalability, interoperability, and alignment with BC Gov standards.
Develop and enforce data modeling standards, including logical and physical models for registers and APIs.
Create and maintain a common data dictionary and glossary, ensuring semantic consistency across registers and systems.
Establish and document the Data Register Standard, including structure, metadata, and lifecycle management.
Define and implement the Data Quality Assurance Standard, including validation rules, monitoring, and remediation processes.
Design and oversee implementation of secure, standards-based APIs for data access and integration.
Support integration with the Secure Data Exchange Platform (SDX) to enable secure, policy-driven data sharing.
Develop reusable data architecture patterns and templates to accelerate onboarding of new registers.
Contribute to infrastructure design and deployment in containerized environments.
Collaborate on the development of onboarding guidance, including STRA and PIA templates for data register teams.
Implement data lineage and metadata management tools to support transparency and traceability.
Provide architectural oversight and code-level support for data modeling, API design, and integration.
Conduct reviews and provide mentorship to development teams on data architecture best practices.
Provide knowledge transfer and technical documentation, including onboarding materials, sprint-based updates, and handover documentation.
Establish a scalable, standards-based framework for authoritative data registers that enables secure, policy-driven data sharing across government systems, supported by reusable tools, semantic consistency, and onboarding guidance to accelerate adoption and improve data quality.
Documented enterprise data architecture blueprint for authoritative data registers, including data flows, integration patterns, and alignment with BC Gov standards.
Published Data Register Standard outlining structure, metadata, and lifecycle requirements for authoritative registers.
Completed Data Quality Assurance Standard defining validation rules, monitoring processes, and remediation practices.
Common semantics package, including a standard glossary of terms, a data dictionary, and semantic rules for consistency.
Reusable API specification template for designing and documenting register APIs with consistent standards.
Collection of flexible data models that support different register types while maintaining semantic consistency.
Guidance documents for Privacy Impact Assessments (PIA) and Security Threat and Risk Assessments (STRA) tailored to data register implementations.
Documented metadata
Draft register onboarding toolkit, including templates, checklists, and technical guidance for new teams.
Sprint-based knowledge transfer sessions including mentoring, technical walkthroughs, and collaborative planning.
Skills
Minimum 8 years' experience in data architecture, including enterprise-level data modeling, metadata management, semantic design, and development of master and reference data architectures that support scalability and interoperability.
Minimum 3 years' experience working with government or large-scale public sector data systems.
Proven experience designing and documenting enterprise data architectures, including logical and physical models for authoritative registers and APIs, and contributing to or drafting enterprise data standards.
Experience defining and implementing data modeling and data quality standards, including validation rules, monitoring, and remediation processes.
Experience designing, implementing, and maintaining enterprise-scale data dictionaries, glossaries, semantic rules, and metadata management tools, including support for data lineage.
Demonstrated ability to provide architectural oversight, mentorship, and knowledge transfer through technical reviews, onboarding, and handover documentation.
Experience iteratively working as part of a multidisciplinary Agile development team.
Experience presenting technical solutions and strategies to domain experts, project partners, or community stakeholders.
Familiarity with canonical data models, interoperability standards, and approaches to designing connected data services.
Experience with data integration patterns and cloud-based data platforms, such as Azure, AWS, or GCP.
Knowledge of privacy, security, and information management legislation applicable in British Columbia, such as FOIPPA and data residency requirements.
Experience with linked data, ontologies, or semantic web technologies to define and manage relationships between data elements.
Strong stakeholder engagement and facilitation skills to align business and technical perspectives on authoritative data registers and semantics.
Experience establishing or supporting data stewardship or custodianship roles and practices.
Experience contributing to open-source projects and associated distribution platforms such as GitHub.

Pay: $125,000.00-$140,000.00 per year
