About Legal Services:




We are the in-house counsel team that provides the Canadian Nuclear Safety Commission (CNSC) Members, executives and staff, quality, objective, and timely legal advice and all other legal services to assist the CNSC in fulfilling its mandate.



What You'll Do:





We are looking for a dynamic, motivated lawyer in search of an opportunity to provide legal expertise and leadership in important areas of regulatory law. You'll be making your mark in a small organization with an important mandate - protecting the health and safety of Canadians and the environment and ensuring national security and the respect of Canada's international obligations with regard to the regulation of the nuclear industry.




You will have the opportunity to work in various interesting areas of the law, given the breadth of the Commission's mandate, and collaborate with diverse teams of experts as you help the Commission deliver on its mandate.




You will be providing expert legal advice to clients within the CNSC, formulating litigation strategies, and leading on key legal issues and providing expertise within a legal team.

Essential Qualifications:



Education:





Law degree from a recognized university (LLB, JD, LLL, BCL)



Language Requirements:





English Essential



Experience:





Meaningful and recent experience providing legal advice on issues involving Canadian regulatory law
Significant experience analyzing complex legal issues and providing strategic legal advice and recommendations
Leading or overseeing the management of legal files with broad scope, legal risk, and impact Providing expert legal briefings and advice to officials and decision-makers Mentoring lawyers and paralegals


Meaningful and recent experience is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years within the last six (6) years

Significant is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately six (6) years on files involving heightened legal complexity.

*Complex is defined as involving multiple stakeholders or multiple areas of law or circumstances where sources of information are absent, rare or conflicting.



Knowledge of:





In-depth knowledge of Canadian regulatory law.


Ability to:





Synthesize and analyze complex legal issues and identify practical options and solutions Communicate legal advice and legal risk practically and effectively, both orally and in writing Work effectively under pressure with changing priorities and within tight time constraints

Asset Qualification:



Experience:





Recent experience working in Canadian nuclear law Recent experience working within an administrative tribunal or regulatory setting Litigation experience - regulatory offences, judicial review, general civil litigation Giving advice on the exercise of statutory authority in a scientific or technical environment


Knowledge of:





Advanced knowledge of Indigenous law, including the Crown duty to consult and accommodate and its relevant case law, UNDRIP, UNDA, FPIC, Honour of the Crown and reconciliation Advanced knowledge of administrative law, including procedural fairness and standard of review of decisions of statutory bodies Advanced knowledge of environmental law, including impact assessment General statutory law applicable to Canadian government entities, including Privacy and access to information law, official languages

Operational Needs:




All CNSC staff are subject to the Mobility Directive.



This position may be required to travel.



Overtime: Some overtime may be required.




Condition of Employment:





Member in good standing in the bar of one of the provinces or territories of Canada or the Chamber of Notaries of Quebec.
