Surgery is a complex, dynamic and evolving area of healthcare in Alberta, representing over 300K cases and $1billion per year across the province. The Alberta Surgical Initiative (ASI) is a multi-pronged approach targeted at improving delivery of surgical care in the province and eliminating excessive waits. The Provincial Surgery Data and Analytics Program aims to support all aspects for surgery care delivery and ASI by developing an ever-increasing suite of reporting and analytic tools delivered to many levels: front line operations, system leaders, project teams, Executive, and Government. We also respond to numerous ad hoc requests which can similarly range from quick answer to media releases or support planning, research, quality, sustainability, and safety objectives. As part of this dynamic team, this key opportunity will be reporting to and working with the Program Manager and the PSDA team to aide in achieving best possible analytics support for Surgery provincially. As well as hands-on analytics, this role will contribute significantly in areas of internal quality and project planning, technical leadership and coordination, and team mentoring. Description:

The PSDA Senior Consultant role will be given significant responsibility to work on key projects which will include working with and directing team members as we manage data infrastructure and data products to support all levels of analytics outcomes. They will be directly involved in new developments including consulting directly with stakeholders and requestors, leveraging their leadership skills and surgery analytics expertise. They will mentor, collaborate with and support other PSDA team members as needed, including by providing guidance relating to complex and advanced analytic questions and techniques. The incumbent will work closely with the Program Director to aide in the delivery of program objectives through planning and management of competing and complementary objectives. The expertise required for this role will include data processing and infrastructure expertise along with advanced analytical and visualization methods in combination with strengths in managing projects/initiatives, strategic planning, working with end users, synthesizing analytical best practices and innovation, developing or advising on impactful reporting approaches, and contributing written materials (strategic, planning, analytic, presentation). The Senior Consultant provides support and consultation on behalf of PSDA Program to interpret client needs, assess requirements, and identify issues including non-standard requests.

Required Qualifications:

Master\'s degree with a strong quantitative focus (e.g., health economics, mathematics, statistics, operations engineering, computer science, health sciences, epidemiology, etc.) and five (5) years of applicable experience or Bachelor\'s degree and eight (8) years of demonstrated applicable experience. Experience in data and report development, and the ability to think strategically, i.e. taking into account long-term goals, options, and implications. Significant data expertise - infrastructure and ETL process experience and knowledge and advanced query language skills.
Additional Required Qualifications:

A demonstrated pattern of professional and personal development. Demonstrated commitment to passionately leveraging health data to improve care delivery including access, quality, cost (sustainability), and safety. Advanced skills in reporting, visualization, and statistics, with preference to modeling and AI knowledge. Demonstrated experience in effectively delivering significant analytic projects: resource estimation, project planning, implementation, monitoring, evaluation, and reporting. Experience in problem solving, roadblock resolution, investigation, and negotiation. Effective organizational and communication skills with the ability to work effectively with clinicians, colleagues, and leadership. Demonstrated ability to foster partnerships and cooperation to achieve organizational goals within a large, diverse organization. Demonstrated effective writing and presentation skills. Commitment to quality and continual improvement within the work setting. Demonstrated ability to mentor and guide colleagues in a supportive manner to foster development.
Preferred Qualifications:

Knowledge of surgical and perioperative pathways and processes will be an asset, as will familiarity with ASI. Demonstrated experience working with core health and population data sets. Knowledge of Surgical/Operating Room data and processes highly preferred, including familiarity with key metrics around Surgical Access (Wait times), OR Utilization, ACATS, clinical pathways, referral and consultation processes, and clinical outcomes. Expertise in Visualization using Tableau.
