Tri-global Solutions Group Inc. is seeking one (1) Senior Change Manager (Cyber Security Program) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
WORK MODEL: The successful contractor will be working remotely, though may be required to meet with SNB officials at an NB office location during the engagement, if required (unlikely for out-of-province contractors). SNB may require a minimum of 1 site visit for this engagement. Work must be done from within Canada at all times due to network and data security policies. Service New Brunswick (SNB) intends to transform and modernize its current Cyber Security Program. The goals of the program maturation effort include:
Program definition and implementation roadmap for an Enterprise Cyber Security Program.
Increased transparency of IT security risk level and cyber security posture through KPI/KRI dashboards
Better documentation of SOP's, roles & responsibilities
Evolution of program governance - steering committees, budgetary approvals, executive guidance, etc.
As part of SNB's initiative to modernize its Cyber Security Program, the Change Manager will play a pivotal role in guiding the organization through a period of significant transformation. This modernization effort will introduce new technologies, processes, and capabilities that aim to strengthen GNB's cyber defense posture, improve resilience, and better protect client data and digital services.
However, these changes will also require a substantial shift in how services are delivered and how staff engage with evolving security tools and practices. The Change Manager will lead the human and organizational side of this transformation, ensuring the successful adoption of changes while minimizing disruption to GNB clients and internal teams.
DESCRIPTION OF SERVICES
We are seeking the services of a Senior Change Manager (Level 3).
The Change Manager will be a critical enabler of success in GNB's Cyber Security Program modernization. By focusing on the people side of change, this role ensures that technological advancements are matched by strong engagement, capable teams, and seamless service continuity for clients. Some of the key responsibilities will be:
Change Strategy Development: Design and implement a comprehensive change management strategy aligned with the goals of the Cyber Security modernization program. This includes identifying change impacts, stakeholder groups, and risk areas.
Stakeholder Engagement: Act as a bridge between technical project teams, business units, and executive leadership. Engage early and often with key stakeholders to communicate the vision, rationale, and benefits of the modernization initiative.
Staff Reskilling and Support: Oversee the creation and execution of reskilling plans for cybersecurity staff, including training programs, coaching, and support resources. Ensure teams are equipped to operate new tools and adopt revised procedures with confidence.
Communication Planning: Lead the development of clear, consistent, and timely communication tailored to different audiences within GNB. This includes updates on project milestones, training opportunities, changes to service delivery, and anticipated impacts.
Impact Mitigation for Client Services: Collaborate with service owners and delivery teams to identify how changes in the cybersecurity environment may affect client-facing services. Work to minimize service disruption and ensure clients are informed and supported during transitions.
Change Readiness and Adoption Monitoring: Establish metrics and feedback mechanisms to assess organizational readiness, monitor adoption progress, and adjust the change approach as needed to ensure success.
Sustainment Planning: Support the integration of changes into the organizational culture and operational routines, ensuring lasting benefits and continuous improvement beyond the initial rollout.
Reporting Structure:
The successful candidate will report directly to the Director of Information Security & Risk Management. In this role, the resource will work collaboratively with a cross-functional team comprising members from SNB Technology Services and various GNB business stakeholders.
MANDATORY REQUIREMENTS
- Candidate must meet or exceed one of the following combinations of education or certification and experience in the resource role: o Bachelor's degree in a relevant field (e.g., Business Administration, Organizational Change, Information Technology, or a related discipline) OR o Two (2) Year Community College Diploma with relevant years of experience.
- Candidates must demonstrate a minimum of five (5) years of experience acting as a lead Change Manager on medium to large-scale transformational projects within complex environments. These projects must meet the following criteria: o Span across multiple business units and/or stakeholder groups. o Involve coordination with more than eight (8) direct project participants. The demonstrated experience must reflect the candidate's ability to lead organizational change initiatives in high-impact, cross-functional programs--preferably within cybersecurity, technology, or other security-sensitive domains. (5 years+)
- Excellent communication skills (written and oral) in English.
SCORED REQUIREMENTS
- Enterprise Change Experience: Demonstrated experience leading complex, organization-wide change initiatives in multi-stakeholder environments. (5 years+)
- Facilitation & Leadership in Cross-functional Teams: Demonstrated experience leading cross-functional teams, facilitating workshops, and aligning diverse groups to change objectives. (5 years+)
- Organizational Readiness & Adoption Planning: Demonstrated experience with assessing organizational readiness, adoption tracking, and measurement of change effectiveness. (5 years+)
- Stakeholder Engagement & Communications: Demonstrated experience or ability to develop and execute stakeholder engagement strategies, including internal/external communications to support effective change and adoption. (5 years+)
- Client Impact & Risk Mitigation Planning: Proven ability to anticipate and mitigate service delivery impacts to clients during change. Includes risk identification and planning. (5 years+)
- Workforce Reskilling Leadership: Demonstrated experience leading or supporting workforce reskilling, capability building, or talent transition efforts as part of change initiatives. (3 years+)
- Public Sector Environment Experience: Demonstrated experience managing change in large public sector organizations, preferably in the technology or cybersecurity space. (3 years+)
- Cybersecurity or IT Transformation Experience: Demonstrated experience delivering change in cybersecurity, IT modernization, or digital transformation projects. Demonstrates knowledge of technical impacts on people and processes. Demonstrated understanding of cybersecurity principles, programs, and their organizational impact. (3 years+)
- Change Management Certification: Certification in a recognized change management methodology (e.g., Prosci, ADKAR, Lean Change Management) is an asset. (Yes/No)
