The Senior Business Analyst will provide a comprehensive range of I&IT business analysis services to support complex initiatives. The successful candidate will work closely with business stakeholders, architects, development teams, and project managers to gather and document requirements, develop business models, support system functional requirements, and ensure alignment with enterprise architecture standards. This role requires both strong analytical expertise and project management capabilities to drive successful outcomes in a hybrid working environment.
Responsibilities
Lead and conduct business analysis to assess problems, opportunities, and requirements across diverse business domains.
Gather, analyze, and document business requirements using methods such as JAD sessions, interviews, mockups, and workshops.
Develop business strategies, business cases, cost-benefit analyses, and feasibility studies to support I&IT initiatives.
Create and deliver artifacts including:
Business Process Models
Business Rule Profiles
Screen Designs / User Interfaces
System Functional Requirements (including use cases)
Supplementary Specifications
Business Scenarios and Domain Models
Support the development of Business Architecture, Threat Risk Assessments, and Logical Architecture artifacts.
Monitor progress, resolve issues, and report to I&IT management and stakeholders.
Ensure that requirements and artifacts align with OPS Unified Project Management Methodology, GO-ITS 56 Enterprise Architecture standards, and other OPS frameworks.
Facilitate sessions to validate requirements, evaluate technologies, and ensure shared understanding among stakeholders.
Provide guidance on best practices, standards, and emerging I&IT trends to improve business analysis processes.
Apply project management skills to define and manage sprint scope, track deliverables, identify risks, and motivate cross-functional teams.
Required Skills & Experience (Must Haves)
Experience in business analysis, requirements gathering, and documentation.
Proven experience developing business strategies, conducting business process re-engineering, business case development, cost-benefit analysis, and feasibility studies.
Hands-on experience with
Screen Design / GUI tools
such as
Balsamiq
and
Figma
.
Expertise in structured, object-oriented, and agile methodologies for requirements elicitation and specification development.
Strong project management skills: sprint planning, deliverables tracking, risk management, and cross-functional team leadership.
Experience in negotiating, problem-solving, and decision-making with excellent verbal and written communication skills.
Demonstrated ability to work effectively in a team environment with a proven track record of meeting deadlines.
Desirable Skills
Experience with UML, JAD facilitation, and CASE tools (e.g., Sparx Systems Enterprise Architect).
Knowledge of Information Management principles, practices, and accessibility standards (AODA).
Experience with Document Management Systems, CRM, HRMS, or Talent Management systems.
Familiarity with Government of Ontario corporate policy development, communications processes, and senior-level reporting tools.
Ability to translate business and data requirements into technical specifications.
Experience with business functional modeling, event modeling, process mapping, and performance measurement.
