SaskEnergy is seeking a qualified and motivated individual to join our team. The Senior Analyst, Policy & Rates is responsible for ensuring that the rate setting principles of Many Islands Pipe Lines remain compliant with Canada Energy Regulator regulations. This includes supporting the Legal team in ensuring compliance with Canada Energy Regulator regulations. This job also provides analysis and support on various regulatory, policy and rates related matters including recommendations for SaskEnergy's distribution and transportation utilities, monitoring Canadian natural gas transportation regulatory activities and research required in the drafting or updating of policies.

Core Responsibilities
Regulatory and PolicyMonitor the regulatory activities of the Canada Energy Board and other regulatory agencies, assessing the impacts on Many Islands Pipe Lines and associated companies, communicating new information and recommending action where appropriate.
Analyze the regulatory filings to the Canada Energy Regulator of other natural gas transportation and distribution companies to assess the potential impacts to Many Islands Pipe Lines and recommend appropriate action if necessary.
Work closely with Legal to ensure compliance with Canada Energy Regulator regulatory requirements and support compliance through the facilitation of quarterly MIPL meetings and the tracking of outstanding regulatory requirements.
Lead the research, review and drafting of corporate policies and regulatory documents (i.e., tariffs), in support of the Policy Specialist.
Lead the review and refresh of the SaskEnergy Investment Calculators to ensure cost and rate of return assumptions remain current and the calculators align with current investment policy principles.
Load and Revenue ForecastingLead the development of SaskEnergy's annual natural gas load forecast utilizing historical data, market research related to customer growth expectations, weather forecasts and trends, gas production trends and expected levels, etc. which is used to advise the gas supply team of natural gas requirements for the upcoming year.
Compile, analyze and summarize data by customer classification relating to the number of customers, consumption and load variance and distribute to appropriate departments.
Prepare commodity, delivery and distribution toll revenue forecasts for the annual business plan development.
Cost of Service and Rate ApplicationsMonitor Canadian gas distribution company regulatory activities, conduct research into services, rates and cost of service and prepare various utility comparisons as required.
Research and analyze data leading to the development of competitive and cost-effective rate structures as required.
Conduct analysis and provide supporting documentation and assist in the development and design of commodity and delivery rate recommendations and applications.
Assist in the preparation of responses to information requests during the rate review process.
Maintain intranet and internet rate information including current and historical rates, bill impact calculators and cross Canada utility comparisons.
Many Islands Cost of Service, Tolls and TariffsParticipate in the annual budgeting process to understand and influence the cost drivers impacting Many Island Pipe Lines' financial sustainability.
Lead the annual update of the Many Islands Pipe Lines Cost of Service Model used to establish Many Islands Pipe Lines tolls.
Maintain and enhance the Cost of Service Model, identifying opportunities to improve cost allocation methods and ensure consistency with actual operations and industry practice.
Lead the design and development of the tolls and tariffs of MIPL, ensuring they comply with the regulatory requirements of the Canada Energy Regulator.
Prepare toll and information filings for and respond to inquiries by the Canada Energy Regulator and others.
OtherPrepare required reports on a monthly, quarterly and annual basis for Statistics Canada and the shareholder (Crown Investments Corporation).
Monitor and report on business unit budget variances.
Maintain historical data on the number of customers and consumption by customer class.
Provide support and prepare distribution operating and capital reporting, including budget to actual variance analysis.
QualificationsDegree in Business Administration, Commerce, Economics or Engineering.
Four (4) years of experience in the natural gas industry or in rates and cost of service industry/business.
Experience with Microsoft Word and PowerPoint as well as advanced experience with Microsoft Excel.
