:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Under direction from the Senior Manager, CPG Claims, this role will provide review, assessment, advice, and expertise in the management of the claims process to support the Capital Projects Group\'s delivery of capital and infrastructure projects, including analysis of claims and providing recommendations for resolution of those claims.What will I be doing?

  • Advises and assists the project delivery teams working under different contract models, including P3 and non-P3 style forms, to ensure claims are settled by the Project Delivery Teams (PDT) in a timely manner.
  • Provides input and suggestions to Senior Management for Continuous improvement of the CPG Claims Team\'s claim management process and identifies issues leading to claims.
  • Supervises and guides junior staff as required in claims analysis and other claims management processes.
  • Conducts analysis of claims following Metrolinx\'s Claims Management Procedures for both P3 and Non-P3 Contracts, ascertaining entitlement, analyzing impacts and associated costs,
  • Provides recommendations to Senior Management and the PDTfor resolution of the claims involving variations, delay, disruption, acceleration, and loss of productivity etc.
  • Provides the PDT support and advice in their analysis and mitigation of claims and Early Warning Notices and also in any negotiation and dispute resolution with Contractors and Consultants.
  • Liaises with the PDT in the review and analysis of claims and developing claims strategy and mitigation techniques, including engaging claim estimators and forensic schedule analysts from the CST as well as the legal teams.
  • Supports the Claims team by monitoring and providing updates to the overall Claims Register and expediting resolution of these claims in a timely manner.
  • Supports Lean and Continuous Improvement initiatives CPG Claims team.
  • Assists in the development and implementation of a claims management training program for the Project Teams.
  • Assists in the development of training modules in Commercial and Claims management.
  • Assists Senior Claims Manager in liaising with the Legal teams (both internal and external) to seek legal advice on claims management issues, claims negotiations, dispute resolution and court cases.
What Skills and Qualifications Do I Need?
  • Completion of a degree in construction management, business management, law, project management, construction law, engineering, quantity surveying or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Would ideally be currently in a commercial or claims management role; a Senior Contract Administrator or Senior Quantity surveyor or progressive experience in similar with a minimum of six (6) years\' experience in the management and administration of major construction/infrastructure contracts.
  • Professional qualification as a P.Eng. or active membership certifications of the AACE, PMI, RICS, or similar associations is an asset.
  • Knowledge and understanding of construction methods, practices, contractors\' methods of tendering, review of RFPs and contractor delivery methods.
  • General knowledge and understanding of schedule/delay analysis, contractor\'s estimation practices and construction pricing.
  • Knowledge and understanding of alternative dispute resolution techniques.
  • Good understanding and application of project/construction commercial management practices.
  • Knowledge of contract administration and project delivery using AFP, P3, or design/build methodology.
  • Good understanding and knowledge of the practical application of contract administration and document management software, CM14, Aconex, ProjectWise, and SharePoint.
  • Result-oriented person with well-developed problem-solving and analytical skills.
  • Good communication and relationship skills to forge relationships with projects teams and other cross-functional teams for effective management of claims.
  • Well-developed organizational skills with the ability to process and efficiently manage numerous claims.
  • Knowledge of Scheduling software such as P6, Tilos, MS Projects, etc. will be an asset.
  • Interpersonal and oral/written/presentation skills to brief/update senior/executive leadership, prepare related reports and materials, deliver presentations, and provide subject matter expertise to senior leadership, staff, and decision-makers.
