The position evaluates complex statutory requests from financial institutions (renewals, mergers, new entrants, wind-ups, and amendments), makes recommendations consistent with legislation, and prepares supporting rationales for decision by the BCFSA. ACCOUNTABILITIES
  • Reviews and evaluates routine and complex submissions and/or requests from regulated financial institutions, or institutions seeking to operate in an area regulated by the BCFSA and ensures that the minimum statutory requirements are met.
  • Requests additional materials to gain a full understanding of the institution and the impact of the request on the institution\'s operations.
  • Identifies complex issues/risks and provides advice and recommendations that reflect the BCFSA\xe2\x80\x99s fiduciary responsibilities.
  • Prepares rationales, briefing notes, decision letters and discussion documents to support decisions and recommendations.
  • Interprets legislation, regulation, policies, procedures, and relevant information to make recommendations that support the BCFSA\xe2\x80\x99s objectives.
  • Responds to and provides information to staff, the public, and regulated or proposed financial institutions regarding program policies and procedures.
  • Contributes to the team\xe2\x80\x99s development of its internal work practices (e.g., policies, procedures, tools) and participates in the development and on-going evaluation of programs and procedures.
  • Actively participates in research studies, special projects and presentations, and stakeholder engagements.
  • Provides coaching, training and mentorship to branch staff to ensure the BCFSA\xe2\x80\x99s objectives are met.
  • Contributes to the team\xe2\x80\x99s development of internal work practices (e.g., policies, procedures and tools).
  • Provides orientation and training to internal and/or external stakeholders within area of responsibility.
  • Contributes to, participates in, and supports organizational business transformation initiatives.

JOB REQUIREMENTS
  • Degree in Economics, Finance, Commerce, Accounting, Actuarial Science, Risk Management, or professional designation such as Chartered Financial Analyst, Chartered Professional Accountant, Financial Risk Manager, etc. and several years of related experience in the financial services sector or, an equivalent combination of education and experience.
Related experience includes:
o Analysis or examinations in the financial services, business, or commercial sectors
o Interpreting and applying legislation, regulations, and/or policy
  • Knowledge of the relevant provincial acts and regulations.
  • Knowledge of financial analysis techniques.
  • Knowledge of risk management principles and methods.
  • Ability to exercise judgement, initiative, and discretion.
  • Ability to analyze business plans, financial statements, and actuarial reports.
  • Superior oral and written communication skills.
