Reporting to the Manager of Municipal By-law Compliance & Corporate Security, this supervisory position is responsible for overseeing the day-to-day operations within the Corporate Security team and ensuring the supporting processes operate effectively and efficiently. This position supervises a team of Security Guards whose roles are to ensure the protection of City assets, and safety of staff, visitors, and contractors as well as compliance with City Policies, municipal by-laws, provincial legislation. The supervisor is responsible to train, coach, mentor and develop staff to ensure services delivered meet both legislated and customer service objectives.
What you will be doing

Supervise day-to-day operations of Security Guards ensuring operational policies and procedures are followed.
Maintain a positive, respectful, and safe work environment; ensure compliance with Health & Safety regulations.
Handle workload distribution, work assignments and performance management.
Monitor service delivery achievement and respond to gaps in service delivery.
Provide the Manager with service recommendations, training recommendations, model changes and improvements targeted at achieving goals that support a continuous improvement model.
Provide the Manager with insight into emerging issues to enhance the protection of City assets and staff.
Provide Guards with coaching, recognition, and corrective action as needed.
Ensure service processes are established and adhered to.
Monitor Guard documentation and note keeping for quality and consistency.
Conduct regular evaluations and one-on-one check ins with Guards.
Update and create new Standard Operating Procedures (SOPs) for the Manager to review.
Investigate and respond to complaints and inquiries received from Council, management, and the public in a professional, courteous and respectful manner. Resolve first-level escalations and escalate to the Manager when necessary.
Participate in the hiring process, employee training and development and manage payroll related functions.
Collaborate with internal departments.
Monitor expenditures and ensure compliance with purchasing guidelines.
Provide input into the operating budget and prepare reports for the Manager.
Represent the City in public situations and foster positive community relationships through events.
Provide the public with information and assistance on related areas of security including Provincial Acts and regulations, and other information as appropriate.
Prepare reports on activities and issues and provide updates to the Manager.
Oversee maintenance of security fleet vehicles and compliance with regulations and internal procedures.
Provide support to the Supervisor of Municipal By-law Compliance as needed.
Perform other duties as assigned.
Education

Post-secondary degree/diploma minimum 2-year college diploma in Police Foundations, Law and Security, criminology, judicial proceedings, regulatory/public administration, or other related disciplines. Equivalent combination of education and experience may be considered.
Licensed as a Security Guard/Private Investigator under the Ontario Private Security Investigative Services Act.
Experience and Knowledge

Minimum 3-5 years progressive experience in Municipal Law Enforcement/Security field. Minimum two (2) years of experience leading staff in a supervisory or team leadership role, preferably in a unionized environment.
Must possess a solid background in enforcement techniques, courtroom decorum, performance management, dispute resolution, customer service, report writing and presentation skills.
Working knowledge of Municipal Freedom of Information and Protection of Privacy Act, the Private Security and Investigative Services Act, Trespass to Property Act, Ontario use of force model, the Charter of Rights and Freedoms, Occupational Health & Safety Act, Municipal By-laws, and relevant enabling legislation such as Municipal Act, Provincial Offences Act, Building Code Act, and Planning Act.
Working knowledge of Threat and Vulnerability Assessments and/or CPTED are considered an asset.
Must be able to accurately and objectively interpret, apply, and enforce a wide variety of by-laws provincial/federal legislation, policies, and procedures, and relay compliance-related information to others in a variety of situations.
Understanding of Municipal sector and municipal government operations/structure.
Experience leading and supporting continuous improvement initiatives.
Demonstrated customer service skills at a level to develop and maintain collaborative working relationships
Effective oral communication and strong interpersonal skills; the ability to deal authoritatively, but politely with the public.
Strong conflict resolution, negotiation and communication skills with the ability to diffuse emotionally charged situations. The ability to apply tact, diplomacy and persuasion with confident messaging when dealing with various stakeholders.
Ability to performance manage and apply progressive discipline process for employees as required.
Strong organizational and planning skills with a high attention to detail.
Demonstrated time management skills with the ability to prioritize workloads and meet deadlines with minimal supervision.
Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times.
Computer literacy and proficiency in various software including Microsoft Office, AMANDA and GIS.
Experience in writing reports and delivering presentations is required.
Trainer certification in use of force/de-escalation would be considered an asset.
A valid Ontario Class G driver's license in good standing, with a driver's abstract acceptable to the City (4 or less demerit points may be considered acceptable)
Current and valid Police Criminal Record and Judicial Matters Check to be provided prior to commencement in this position.
Proof of your current and valid certificate(s) and/or educational qualifications.
Supervisor Health & Safety Awareness Training Certificate from the Ministry of Labour

This position is within Grade 5 of the non-union Salary Schedule and has an annual salary range of $97,048 - $118,348. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week). Occasional evening and weekend work, as well as on-call availability may be required.
