Security Compliance Officer

Research Acceleration & Strategic Initiatives (RASI) supports the university research community in the incubation and development of research grants, infrastructure projects and initiatives. A key goal of the office is to provide researchers and the university with services and programs that afford a competitive edge when applying for external research funding.

Primary Purpose:
The Safeguarding your Research portfolio in RASI encompasses services which support USask\'s research community. It serves as the main point of contact for all research security-related questions, information, updates and support. Comprehensive services include: development of safeguarding research policies, training and education, review of risk assessments and mitigation plans for research funding applications, consultation on emerging issues, and communicating and monitoring funding agency requirements.

This position reports to the Senior Research Security Specialist of Research Acceleration and Strategic Initiatives (RASI) and primarily supports the directives of the Specialist. More specifically, the Compliance Officer works closely with the RASI team members and other key subject experts across campus to provide exemplary service to researchers on pre and post award activities that relate to safeguarding research and data integrity.

The Compliance Officer supports the Senior Research Security Specialist by staying current with new and changing requirements from the federal, provincial governments and international regulations on national security guidelines related to research partnerships. This is key to ensuring USask related security practices are current, reflect the changing landscape, and protect USask and its research community. The position will also be responsible for quality assurance measures and data entry in UnivRS as they relate to compliance matters.

Nature of Work:

The Compliance Officer is required to manage multiple tasks, details, deadlines and priorities and must have the ability to respond effectively to a diversity of people and units using appropriate communication skills to collaborate and problem solve. This person makes independent decisions on routine matters and consults with a supervisor where appropriate on more complex issues. Sound judgment and strict attention to detail, especially related to policies and regulatory requirements, are crucial. Strong client service skills are required.

Typical Duties or Accountabilities:

  • Assists Senior Research Security Specialist in developing mitigation strategies for complex files on sensitive areas of research and/or partners in accordance with government (federal, provincial or international) and funding agency guidelines, and internal USask controls and processes.
  • Stays current with best practices and approaches for safeguarding research.
  • Oversees and maintains Safeguarding Research website, ensures content is up to date and maintained; assists with internal communications.
  • Assists with the review of risk assessment forms (RAFs), collaborates with internal subject experts, provides feedback to ensure risk mitigation forms are completed accurately.
  • Conducts open-source investigations, as needed, on individuals and entities.
  • Assists in the development and maintenance of a library of leading practices.
  • In consultation and collaboration with senior leaders, assists in the development of related educational and training programs and workshops for faculty, staff and students.
  • Coordinates committee meetings, takes minutes, and prepares relevant meeting materials.
  • Serves as Alternate Company Security Officer (ACSO) for Public Services and Procurement Canada\'s Contract Security Program (CSP), oversees administrative duties that accompany that position and report to CSO.
  • Acts as a backup for RASI UnivRS Coordinator and assists with data entry and quality assurance measures, as needed by the USask Data Steward.
Education:
Bachelor\'s degree required with preference for those having earned a degree in Business or Operations Management, Public Policy, Political Science or International Relations. An appropriate combination of formal training and experience may be considered.

Experience:

A minimum of 3 years experience in a post-secondary environment or government setting is required. A demonstrated ability and experience successfully coordinating projects, ability to make administrative/procedural decisions and sound judgments, and capabilities of compiling information and designing and preparing reports are required. Knowledge of University of Saskatchewan policies and procedures is a valuable asset.
