JOB SUMMARY

The Safety Partner is responsible for the implementation of corporate occupational health, safety and environment (OHSE) objectives and activities that contribute to the achievement of Hydro Ottawa\'s OHSE goals and strategic priorities; including the provision of consultative and advisory services in support of the ongoing development, implementation, evaluation and maintenance of the organization\'s OHSE programs.

MAJOR RESPONSIBILITIES

  • Ensure due diligence by conducting site visits/safety audits of Hydro Ottawa facilities and worksites to assess compliance with legislation/regulations and Hydro Ottawa policies, programs and procedures; and facilitating the initiation of appropriate remedial actions to correct non-compliance.
  • Ensure due diligence by conducting site visits/safety audits of Hydro Ottawa contractor worksites to assess compliance with legislation/regulations, contractual agreements and the Hydro Ottawa Contractor Safety Management program, and facilitating the initiation of appropriate remedial actions to correct non-compliance.
  • Ensure due diligence by conducting site visits/safety audits on public or third party contractors worksites to assess compliance with legislation/regulations related to the safe limits of approach to energized apparatus.
  • Research, identify and ensure compliance to occupational health and safety regulatory standards, and adherence to industry standards, best management practices and Hydro Ottawa policies and programs.
  • Analyze the impact of changes to legislation and Ministry of Labour enforcement strategies, rulings, prosecutions and convictions and make compliance recommendations to management.
  • Analyze internal and external data on occupational incident, injury and illness trends to develop and recommend proactive strategies and cost effective alternatives to deal with emerging occupational health and safety issues/trends.
  • Develop and maintain policies, programs, procedures and guidelines to ensure consistent work practices across the organization by gathering relevant information from legislative bodies, other employers doing similar work and Hydro Ottawa operational divisions/groups; and facilitating their implementation at the operational level.
  • Enhance employee occupational health and safety knowledge by drafting employee notices and bulletins, delivering presentations at staff/crew meetings, providing OHSE coaching and guidance during site visits/workplace inspections, participating in the planning and conduct of company OHSE related promotional events and supporting the development and delivery of OHSE training programs as required.
  • Assist Managers/Supervisors and the Joint Health and Safety Committee (JHSC) in the conduct of OHSE related investigations, and lead major investigations as required, to identify primary and root causes and to recommend prevention strategies to prevent recurrences.
  • Participate in the preparation, conduct and follow-up to internal and external audits of the Hydro Ottawa ISO 14001/ISO 45001 registered OHSE Management System.
  • Participate in the preparation, conduct and follow-up of Electrical Safety Authority Regulation 22/04 Electrical Distribution Safety audits.
  • Support the adoption and use of technology for the tracking of inspections, investigations and safety equipment.
  • Establish and maintain membership and/or relationships with OHSE related professional associations, committees and industry partners, and act as a liaison between Hydro Ottawa and these associations and industry partners, as well as external government agencies such as the Ministry of Labour.
  • Investigate, review, evaluate and respond to inquiries from employees, the JHSC, managers, supervisors and external parties regarding the company\'s occupational health and safety policies, programs and practices.
  • Perform other duties as required.
EDUCATION AND EXPERIENCE
  • Journeyperson level certification as a Power Line Technician
  • Minimum 5 years\' relevant experience as a journeyperson
  • Post-secondary education in a related field, such as occupational health and safety; or relevant engineering, technical or construction qualifications/certifications considered an asset
  • Knowledge of the Occupational Health and Safety Act and related regulations
  • Knowledge of the Electrical Utility Safety Rules, Utility Work Protection Code and generally accepted electrical utility sector safety policies, best practices and standards
  • General knowledge of the fundamentals of OHSE management system structure, implementation and auditing
  • Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite and Microsoft; experience using OHSE and HRIS systems considered an asset
  • Work experience directly related to Occupational Health and Safety is considered an asset
  • Professional designation, or the ability to attain designation within five years of the date of hire considered an asset (e.g. Certified Utility Safety Professional (CUSP), or Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP), or Canadian Registered Safety Technician (CRST), or Certified Health and Safety Consultant (CHSC)), Knowledge of the utility industry and electricity sector is considered an asset
ADDITIONAL REQUIREMENTS
  • English essential, both oral and written; Bilingual (English/French) considered an asset
  • Valid G class driver\'s license
  • Government of Canada secret level security clearance or ability to obtain
