Job Description


Reporting to the Community Safety Team Lead, the Safety Officer Supervisor is the front-line supervisor responsible for overseeing Safety Officers in their daily duties, including training, human resource management, administration and strategy development for the Community Safety Team. They support the safety and security of all City of Winnipeg employees and properties, as well as, all citizens of Winnipeg and visitors to the City. They provide a visible point of contact for customer information and reassurance by responding to public safety issues in the community. The Safety Officer Supervisor will also lead high level discussion with internal and external stakeholders to share information and collaborate to develop and implement safety related strategies, liaising with and supporting emergency services and social service agencies, and proactively addressing social issues through collaborative community engagement. The Safety Officer Supervisor maintains safety and keeps peace in the community by intervening in incidents, detaining and/or applying first aid where necessary. As the Safety Office Supervisor, you will:

  • Provide direct supervision, performance management, mentoring and development of Safety Officers.
  • Manage complaints and deal with discipline issues within the Team.
  • Train Safety Officers in all public safety and enforcement duties.
  • Provide leadership within the team, as well as with community partners, collaborating on proactive approaches to address safety issues in the community.
  • Meet with other government and non-government organizations to develop strategies addressing community safety concerns and issues.
  • Build trust and strong relationships with businesses, government and non-government organizations and diverse groups.
  • Collaborate with a broad range of service providers, which may include emergency services and law enforcement, to develop and implement multi sectoral approaches to social issues.
  • Oversee and provides back up duties to the Safety Officers as necessary, by intervening in all manners of social issues, public disorder and critical incidents, including but not limited to dealing with violence, biohazards and needles, illicit drugs, crowd control, panhandling, and property destruction.
  • Collaborate with a broad range of service providers, which may include emergency services and law enforcement, to develop and implement multi sectoral approaches to social issues.
  • Acting as a witness, gathering and protecting evidence, and supporting other agencies in fulfilling their mandates.
Your education and qualifications include:
  • A degree in Criminology, Social Work, Criminal Justice, Sociology, Psychology or a related field work experience or an equivalent combination of education and experience.
  • Previous law enforcement, security, social work or related public and/or community service experience.
  • Minimum 2-3 years supervisory experience including, but not limited to coaching, mentoring and managing the work and performance of staff.
  • Leadership experience with focus on teamwork, community, and public service.
  • Ability to interpret and administer public safety policies, procedures and strategies.
  • Ability to lead/facilitate working groups, conduct training and presentations.
  • Ability to objectively investigate incidents, analyze information, develop conclusions and make recommendations to prevent reoccurrence of public safety issues.
  • Ability to establish and maintain respectful working relationships with staff, citizens and other agencies in a diverse community, including handle and resolve confrontational situations, including use of force as necessary.
  • Ability to work under stressful conditions including emergency situations that may result in serious incident and/or fatality.
  • Strong verbal and written communication skills with the ability to communicate effectively with all levels of the organization, including stakeholders and the public.
  • Proficiency using Microsoft Office and its applications (Word, Excel, Outlook).

  • Must possess and maintain a valid Class 5 driver\xe2\x80\x99s license.
  • Must be able to work a variety of shifts with varying hours.
  • Successful completion of Provincial Community Safety Officer training, including meeting the Provincial requirements to be sworn as a Peace Officer/Community Safety Officer.
  • Willingness and ability to wear and care for a uniform and safety equipment as determined necessary by the Division.
