Job Description


Reporting to the Safety Officer Supervisor, the Safety Officer supports the safety and security of all City of Winnipeg employees and properties, including Winnipeg Transit Operations, as well as, all citizens of Winnipeg and visitors to the City. The Safety Officer provides a visible point of contact for customer information and reassurance by responding to public safety issues in the community. The Safety Officer maintains safety and keeps peace in the community by intervening in incidents, detaining and/or applying first aid where necessary, liaising with and supporting emergency services and social service agencies, and proactively addressing social issues through collaborative community engagement. As the Safety Officer \xe2\x80\x93 Community Safety Team you will:

  • Provide service in support of City of Winnipeg departments including Winnipeg Transit Operations, external stakeholders, as well as, citizens by applying crisis intervention strategies, connecting persons in need with social service providers, and maintaining a visible presence in community.
  • Promote positive relations, public safety and public safety awareness with a diverse range of citizens and service providers by building trust and developing relationships.
  • Provide information, assistance, and direction, using influence and authority to develop and participate in collaborative problem solving.
  • Conduct high visibility patrols based on direct observation, calls for service, and crime analysis.
  • Respond to community concerns, incidents, and conflict in support of local policing authority and other service agencies.
  • Liaise with other enforcement agencies as required, and participate in legal processes where necessary.
  • Respond to all manner of social issues, including but not limited to intervening in violence, crowd events, panhandling and property destruction, and are exposed to biohazards and needles, unsafe circumstances such as homelessness.
  • Administer first-aid and trauma care, and intervening with people who are unsheltered or displaced, depressed, suicidal, suffering mental health issues and drug overdoses and psychosis.
  • Act as witnesses, protects evidence, and will liaise and work with local law enforcement agencies regarding incidents they become involved in.
  • Actively analyze and solve problems; developing and implementing strategies for the Community Safety Team.
  • Participate in community events, partnership building, and other duties as assigned by the Safety Officer Supervisor and the Community Safety Team Lead.
Your education and qualifications include:
  • Post-Secondary related education in social work, crisis intervention, sociology or an equivalent combination of training, education and experience.
  • 2 - 3 years\xe2\x80\x99 previous law enforcement, security, social work or related public and/or community service experience.
  • Experience working professionally and collaboratively in a team environment.
  • Strong verbal and written communication skills, with a focus on written communication and presentation skills.
  • Ability to establish and maintain respectful working relationships with staff, citizens and other agencies in a diverse community e.g. handle and resolve confrontational situations, including use of force as necessary.
  • Ability to work under stressful conditions including emergency situations that may result in serious incident and/or fatality.
  • Analytical and problem-solving skills, including gathering and interpreting relevant information, checking facts and data, and identifying workable solutions.
  • Organizational skills with the ability to manage priorities under tight timelines. Ability to work independently with minimal supervision.
  • Proficiency using Microsoft Office and its applications (Word, Excel, Outlook).
  • Knowledge of the investigation process and documentation for use of evidence, an asset.

Conditions of employment:
  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check, with Vulnerable Sector Search, satisfactory to the employer will be required from the successful candidate, at their expense.
  • A satisfactory Child/Adult Abuse Registry Check from the Province of Manitoba.
  • Must possess and maintain a valid Class 5 driver\xe2\x80\x99s license.
  • Must be able to work a variety of shifts with varying hours.
  • Successful completion of Provincial Community Safety Officer training, including meeting the Provincial requirements to be sworn as a peace officer/community safety officer.
  • Willingness and ability to wear and care for a uniform and safety equipment as determined necessary by the Division.
