Position Title: Health and Safety Advisor Job Summary: The Safety Advisor ensures the safe operation of facilities, job sites, and day to day activities of the Municipal Group\xe2\x80\x99s Northern Operations and affiliated Companies. This is achieved by providing consistent and professional support to the business as outlined in the primary duties and responsibilities section (below). The Health and Safety Advisor must be knowledgeable of the company safety program, safety policies, OHS Legislation and general rules and be able to apply them consistently and fairly to the operation. The day-to-day reporting structure for the Health and Safety Advisor can change depending on the project. In many cases, the Advisor will take day-to-day direction from the Project Manager with overall safety guidance coming from the Safety Manager. In other cases the Advisor will report directly to the Safety Manager. Primary Duties and Responsibilities:
  • Ensure employees and sub-contractors comply with the Company Safety Program, customer requirements and applicable legislation including the Occupational Health and Safety Act and Regulations for NL.
  • Make recommendations for improvements to the Company Safety Program, while ensuring government compliance.
  • Procure all Specialized Personal Protective Equipment (PPE) for jobs as required making sure employees are trained how to use the PPE effectively. Maintain a record of use and maintenance to all specialized PPE as required. An example of this is fall protection equipment.
  • Review all vehicle, equipment, personal injury, and near misses accidents/incidents to determine causes making recommendations to management on remedial action to prevent recurrence.
  • Perform follow-up activities to ensure the documented recommendations and remedial actions have been completed by the applicable foreman or Superintendent and maintain records of such activity.
  • Complete formal written safety inspections on sites to ensure compliance to company safety program (policies, rules, Acts, Regulations). Advise appropriate Supervision / Management of safety infractions and violations.
  • Review site safety inspection reports and Job Hazard Assessment Forms for completion and verifications of action taken on areas requiring corrective action.
  • Complete job-level risk assessments with input from Supervision and other Safety Personnel.
  • Monitor / review minutes of and periodically attend toolbox meetings to ensure that they are being held as per the company safety program guidelines and that employee concerns and suggestions are documented and actioned by the appropriate supervisor. Occasionally safety personnel are required to lead toolbox meetings to support the operation.
  • Conduct complete safety investigations when required, determining root cause of incidents and accidents and providing recommendations to prevent reoccurrence in consultation with operational personnel.
  • Support and participate in JOHSC activities as directed by Senior Management
  • Complete all Safety reports required by The Municipal Group of Companies and assist management in regards to conducting all on site investigations
  • Support the operation as required in creation of safe work procedures. This includes reviews, audits, amendments and other appropriate support. Act as liaison between Municipal Group Companies and the Client with respect to procedure quality and client requirements.
  • The Health and Safety Advisor has the authority to stop and correct any work that poses immanent threat to people, environment or assets. Issues of an administrative nature must be reported to the applicable supervisor for correction.
Required Knowledge, Skills, Abilities, Education, and Experience: Safety Experience: Previous experience in a safety role is a requirement (construction / mining industry is an asset) along with a fluent knowledge of applicable Government Acts, Legislation and Requirements. Professional Safety designation or willingness to work towards such a designation is also preferred. The Safety Advisor must have a valid driver\xe2\x80\x99s license. Organization: Utilizes strong organization skills and must be able to multitask in fast paced environments. Communication: Displays strong written and oral communication skills and employs effective listening skills. Must utilize strong presentation and facilitation skills to transfer knowledge to employees and sub-contractors as needed. Tactful and mature demeanor with well developed interpersonal skills including the ability to work well with diverse personalities. Problem Solving: Be able to design and implement solutions to safety issues and make decisions related to the job. Computer Skills: Able to use a computer effectively. Specific software includes Microsoft Word, Excel, Power Point, Outlook, Cognibox and standard web browsers. Working Conditions: The Safety Advisor is required to work long hours and varied schedules to support the needs of the business. The Safety Advisor is required to use a computer, cell phone, photocopier and other general office equipment as required by the business. Field work and company site visits are frequently required. This position requires up to 90% fieldwork to be effective. Standard PPE, including Safety Glasses, Hardhat, Steel Toe Boots, and reflective vest are regularly required, as well as periodic use of specialized PPE including gas monitors, respiratory protection equipment, fall arrest etc. Some site visits will be to company work camps which may involve staying at camp for one or more days. The Safety Advisor is required to operate light vehicles (pickup trucks, SUV\xe2\x80\x99s, cars etc.) on both public roadways and client properties.
