To respond to the priorities of the Government of Ontario through the passage of the Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives such as Species Conservation Act (SCA) on an as needed basis.
"This position is listed as "Hybrid"; the resource is expected to work 7.25 hours per calendar day between the standard wording hours of 8:00 AM and 5:00 PM (excluding lunch breaks) every Monday to Friday inclusive. As part of the hybrid arrangement, the resource is required to be onsite on (insert days/ # of days) at the designated OPS office location and work remotely on (insert days/# of days)."

The Ontario Ministry of the Environment, Conservation and Parks (MECP or Ministry), Species at Risk Branch (SARB) is responsible for the administration of authorizations (i.e. permits, agreements and conditional exemptions) under the Endangered Species Act, 2007 (ESA).
On February 10, 2025, the Ministry launched a new digital product named the 'ESA Portal' for the Province of Ontario for proponents to submit permit applications online with a fully-fledged back-office suite for internal staff to manage those permit applications.
On April 17, 2025, the government introduced Bill 5, the Protect Ontario by Unleashing our Economy Act, 2025, which will result in the enactment of the Species Conservation Act, 2025 (SCA). The ESA will be repealed when the SCA is proclaimed into force, which is anticipated to occur in January 2026 following the development of enabling regulations.

Responsibilities:
Update existing Business Architecture Document (BAD) for SCA 2025, currently based on ESA, 2007 act
Prepare Architecture Governance Point 1, 2 and 3 deliverables related to BAD
Research and deliver the new SCA details and MECP organization structure for BAD
Collaborate and cooperate with Cluster architecture review team to address BAD review logs
Refine, finalize and deliver the updated BAD based on SCA 2025
3 or more years of experience in Business Architect role
Demonstrated experience in creation and delivery of key Business Architecture deliverables
Coordinate with Cluster / Corporate Architecture review team to refine and mitigate all review logs
Knowledge Transfer Requirements:
Knowledge transfer is expected to occur through the duration of the assignment through regular meetings, touchpoints, and working sessions with LRC staff
All design, development and artefacts, including all relevant and complete documents must be transferred to the ministry in the designated repositories provided
Dedicated knowledge transfer sessions will be scheduled during the close-out phase of the project to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow up questions.
Evaluation Criteria:
Business Architecture - 50 points (weighted score)
Definition, implementation, and execution of the processes for the definition, maintenance, and conformance management of the Business Architecture.
Maintenance of the key Business Architecture deliverables.
Establishment and maintenance of contacts within business units and information system programs to understand business processes and business drivers, business requirements, solutions strategies, alternatives, etc., being considered and/or implemented.
Business Architectural leadership in the resolutions of inter-program and inter-project issues.
On-going publicity and communication of the Business Architecture both within the information systems community and the Business unit.
Ongoing research and assessment of new technology for potential use within the Business unit.
Stake holder Communication - 40 points (weighted score)
Create presentations, diagrams, and models to communicate complex ideas and advise clients, executives, and managers.
Plan, coordinate and execute meetings with cross-function teams
Public Sector Experience - 10 points (weighted score)
Previous experience working in Government or Public Sector organizations
