Description

Responsibilities:
  • Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
  • Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
General Skills:
  • Leads and conducts business analysis in order to assess client\xe2\x80\x99s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined
  • Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
  • Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies
  • Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
  • Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
  • Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
  • Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders
  • Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up
  • Experience developing strategies, preparing business cases and cost-benefit analysis
  • Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope
  • Awareness of emerging I&IT trends and technologies
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
  • A team player with a track record for meeting deadlines
Desirable Skills:
  • Experience in the use of information retrieval packages
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
  • Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
  • Experience in structured, object oriented and agile methodologies for user requirements
  • Experience developing performance measures for business analysis evaluation and subsequent follow-up
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.

Experience and Skill Set Requirements

Business Analysis Knowledge- 30%
  • You have knowledge of and hands on experience with business analysis techniques and tools, business process modeling and re-engineering, Joint Application Development (JAD) and interviewing, to assess the business requirements of clients, and gather information on programs, services, and business objectives.
  • You have the demonstrated ability to evaluate and advise on the feasibility of various options, priorities, benefits and approaches, assess impact on service delivery resources, and business and cost savings to provide business analysis leadership to small, medium, and large client I+IT projects.
Communication, Consultation and Interpersonal Skills- 25%
  • You have excellent verbal and written communication, consultation and interpersonal skills to lead and facilitate the consulting and discussion process for projects, prepare business cases, final reports and recommendations, develop quality assurance testing plans, and lead committees and work groups.
  • You can demonstrate your experience with relationship building and negotiation skills to liaise between clients and project teams throughout project development.
  • You have prepared, presented, and received consensus on business cases, final reports, and recommendations.
  • You have managed changes to requirements with clients/affected groups, ensured compliance, and secured cooperation for a course of action.
  • You have hands-on experience leading and facilitating the consulting and discussion process with a variety of stakeholders for projects.Communication, Consultation and Interpersonal Skills (cont`d)
  • You have demonstrated flexibility to work within a variety of situations, applying a variety of project methodologies such as Waterfall, Iterative and Agile, and with various individuals or groups to achieve results, understand and appreciate different and/or opposing perspectives on an issue and adapting your approach to achieve best outcomes.
Analytical, Problem-Solving and Evaluation Skills- 20%
  • You have shown leadership in business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, and use case surveys.
  • You have led and performed the business analysis function within all phases of project life cycle, including initial requirements, evaluation of alternative solutions and gap analysis.
  • You can showcase the use of your assessment skills to identify/clarify project objectives, staffing, financial, and material resources.
  • You have shown the capability to identify risks/issues and recommend options for resolution.
  • You can facilitate a cooperative approach to projects deliverables.
Agile Knowledge and Experience- 15%
  • You have demonstrated hands-on experience working with agile methodologies as a means to plan for iterative digital product development and user involvement such as participating in or managing sprints, sprint planning, stand-ups meetings, retrospectives, and supporting Scrum teams in delivering on simultaneous initiatives.
  • You have experience applying agile best practices such as work prioritization, story mapping, user story creation, release planning, retrospectives, and others to ensure successful delivery of key initiatives.
  • You demonstrate curiosity and seek to understand how a product technically works.
  • You are able to dive into the technical details and are able to understand and apply technical concepts.
Project Management and IT Knowledge and Skills- 10%
  • You have developed business cases and project plans for resources and costing.
  • You have demonstrated experience scheduling and monitoring deliverables.
  • You can lead the requirements management components of I+IT projects, prioritize issues, evaluate work quality, processes, progress, and deliverables.
  • You have knowledge of life cycle methodologies for systems/software development for business applications and systems specifications design; software design, development and integration; database concepts; user interface design principles; change management; quality assurance; risk management; test planning and execution; disaster/recovery planning; and business continuity planning to meet the business requirements and information needs of client ministries.
Note:

This position is currently listed as "Hybrid"; however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well.
