Description
  • Coordinate with the Delivery & Eligibility Review Branch (DERB) Senior Manager to ensure business scope and objectives are met
  • Participate in an agile-based project developing user stories and use cases, collaborating design and user feedback sessions
  • Conduct requirements focus groups with policy/business subject matter experts and stakeholder groups to obtain:
  • Business requirements
  • Stakeholder requirements (defining how stakeholders will interact and use the business solutions) and
  • I&IT solution requirements (functional, non-functional and implementation)
  • Conduct use case review and design walk-through sessions with business stakeholders, developers and testers, update specifications as required and direct developers in the development of the application
  • Analyze and document the as-is and to-be business processes/workflows
  • Work closely with subject matter experts to elicit business and system requirements and business process mapping
  • Provide business and policy analysis for business requirement development
  • Analyze business needs and make recommendations for solution requirements and/or process improvements
  • Document detailed business and/or system requirements, create use case model and use case specifications and associated UML diagrams, UI storyboard and specifications, and non-functional specifications
  • Update business models including activity diagrams, conceptual and logical data models, process models, sequence diagrams, state charts, etc.
  • Conduct form design, data analysis, workflow analysis and process design for automated and non-automated interfaces
  • Support the development of I&IT business solutions by validating system design to ensure business requirements are met
  • Develop and document test suites and test cases to support user acceptance testing
  • Conduct user acceptance testing and provide guidance and direction for the overall system implementation and rollout
  • Coordinate production releases
  • Coordinate and conduct application demos to end-users, system partners and other stakeholders
  • Develop supporting documentation required for the project
  • Participate in the development and testing of system forms
  • Work closely with client groups to assess current data analytics and reporting capabilities, gather future-state requirements and identify further opportunities for improvement
  • Work with functional area experts, Data Architects, ETL Developers, Business Analysts, Operations and stakeholders to understand complex business issues and develop appropriate Business Intelligence solutions
  • Own the execution of analytic initiatives including end-to-end reporting and data set delivery
  • Develop robust statistical models and machine learning algorithms to model business scenarios and extract valid inferences
  • Communicate complex quantitative analysis in a clear and precise manner, providing useful visuals and summaries
  • Provide interpretation, advice, and expertise to client groups and other stakeholders, including direction on how to transform analytics into actionable information and proactive insights that support decision making
  • Escalate risks, issues and concerns to the DERB Senior Manager

Note:

This position will utilize a hybrid model whereby work will be done primarily remotely but where required, operationally and if space is available, the resource might be asked to be in office 1-2 days per week depending on direction.

Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW. The Statement of Work (SOW) shall expire on April 5, 2024. HSC may exercise its option(s) to extend an SOW beyond April 5, 2024 for up to two additional extension terms of one year. Such extension(s) will be allowable only if the Master Service Agreement is extended beyond April 5, 2024 and be upon the same terms, conditions and covenants contained in the SOW.
