We thank all applicants for their interest in this position however only those under consideration will be contacted.Key Responsibilities Include:DUTIES INCLUDE:

  • Collaborates with department leaders to develop, implement, and maintain a comprehensive risk management, security, and occupational health and safety as outlined in provincial legislation.
  • Elaborates and reviews the Health & Safety program and initiatives to ensure legislative compliance with appropriate federal, provincial, and municipal government legislation, including but not limited to: Alberta Occupational Health and Safety Act and Regulations, and Alberta Transportation of Dangerous Goods Act and Regulations; and maintains current knowledge of all relevant codes, laws, and regulations related to risk management and security.
  • Oversees recurring safety, security, and risk inspections to ensure compliance and advises on recommended corrective measures and proposed changes to related policies and practices.
  • Monitors performance of the organization\'s safety/security/risk practices, including lockdown and fire drills.
  • Researches and provides guidance for liability, security, and safety issues, including the development of policies, best practices, and procedures.
  • Prepares for litigated claims, assembles documents, gathers evidence, and conducts independent investigations as appropriate, and serves as the County\'s witness.
  • Establishes, maintains, and ensures the delivery of security services as the liaison to the alarm system company.
  • Provides expertise in physical security, personal safety, and Crime Prevention Through Environmental Design (CPTED).
  • Is appointed as the Director of Emergency Management (DEM), leading emergency: prevention, preparedness, response, and recovery; and monitors the County\'s Emergency Response Plans for currency and functionality.
  • Cultivates strong connections with all departments, external entities, and other regulatory agencies on matters related to emergency management, insurance, video surveillance, crime prevention, security, and health & safety.
  • Oversees and directs the monitoring of building life safety, mechanical, access control, and other alarms 24/7 and ensures appropriate actions are taken.
  • Integrates risk management, security, and safety advisory activities to optimize effectiveness, efficiencies, and uniformity of approach and standards.
  • Responds to public inquiries in regard to risk, safety, and security issues.
  • Provides reports, analyses, audits, or inspections as required, ensuring maintenance of records and statistics to support the pursuit of continual improvement.
  • Issues mandatory annual employee training and maintains employee training records.
  • Represents the County at committee meetings and public meetings, as required.
  • Performs other responsibilities as assigned to meet organizational goals and objectives, as required.
Requirements:PREFERRED QUALIFICATIONS AND KNOWLEDGE:
  • Minimum of 10 years of progressively more responsible, related and senior experience in risk management, loss prevention, occupational health safety, and physical/personal security.
  • Strong knowledge of risk management, ideally within the public sector.
  • An equivalent combination of directly related post-secondary education and directly related experience and leadership may be considered.
  • Must possess a Class 5 operator\'s license and provide a current abstract.
ASSESTS:
  • Workplace Hazardous Materials Information System (WHMIS) instructor certification and Transportation of Dangerous Goods (TDG) instructor certification.
  • Health and Safety Management System internal or external auditor (Certificate of Recognition (COR) or ISO45001 or CSA Z1000).
  • Diploma in Environmental Technology or Environmental Professional Designation (EP).
  • Incident Command System (ICS 100, ICS 200, ICS 300) and Basic Emergency Management.
