The Opportunity

The Business Performance and Environmental Sustainability Branch is part of the Infrastructure and Growth Management Division. This branch develops, monitors, and manages processes that minimize divisional business risk; this includes process development, improvement, data management and benchmarking. They also strive to minimize environmental risk associated with growth and corporate infrastructure, including Source Water Protection, Climate change strategy, Sustainable Development Strategy, Contaminated site response, sewer use by-law, spill response, ground water and surface water monitoring and investigations, and site plan reviews. They also develop and minimize strategies that promote circular economy and environmental sustainability, which includes waste diversion programs, sustainable waste management strategy, public outreach, and education.

Under the general guidance and direction of the Supervisor of Environmental Sustainability, the Risk Management Inspector is responsible for performing the statutory duties of an appointed Risk Management Inspector as prescribed under Part IV of the Clean Water Act, 2006. Specifically, this position is responsible for conducting inspections; identifying threats; issuing enforcement orders to ensure compliance; prosecuting business owners and/or for non-compliance; and/or providing support to and/or participating in the development of Risk Management Plans to address existing and/or future activities where there could be significant drinking water threats. Additionally, this position inputs, tracks, and maintains Source Protection Plan related activities and information utilizing various tracking documents and databases; and participates in the preparation of reports to support and ensure compliance with reporting requirements under Part IV of the Clean Water Act. Lastly, this position provides technical advice and guidance to internal and external stakeholders regarding the Source Protection Plan and/or drinking water systems. Overall, this position plays an integral role in continually safeguarding and protecting the quality and quantity of the City\'s drinking water to ensure that the residents and businesses of the City of Barrie can enjoy clean and safe drinking water.

Education (degree/diploma/certifications)
  • Three (3) year College Diploma in Applied Science or Engineering: Environmental Technology, Environmental Engineering Technology or related discipline
  • Eligibility for and willingness to obtain Risk Management Inspector Designation through the Ministry of Environment and Climate Change (MOECC)


Experience
  • Three (3) years of experience performing duties related to the above mentioned major responsibilities


Knowledge/Skill/Ability
  • General knowledge of the following legislation, regulations, or requirements: Aggregate Resources Act; Conservation Authorities Act; Crown Forest Sustainability Act; Environmental Protection Act; Fisheries Act; Lake Simcoe Protection Plan (LSPP) Requirements; Mining Act; Nutrient Management Act; Oil, Gas, and Salt Resources Act; Ontario Water Resources Act; Provincial Offences Act; Safe Drinking Water Act; Technical Standards and Safety Authority (TSSA) Requirements
  • Thorough knowledge of the following legislation, regulations, or requirements: Clean Water Act - Source Water Protection Practices; Occupational Health and Safety Act
  • Working knowledge of the following principles and standards: best management practices; industrial environment
    management systems; and responsible care and pollution prevention programs
  • Thorough knowledge of municipal groundwater supply systems
  • Demonstrated ability to:

Conditions of Employment
  • Valid Ontario Class \xe2\x80\x9cG\xe2\x80\x9d Driver\xe2\x80\x99s Licence in good standing with a reliable vehicle for use on corporate business

  • Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees will be grandparented from this requirement.

Location: Environmental Centre, 272 Ferndale Drive North, Barrie, Ontario*
  • Please note, the City has recently launched a Hybrid Work Program Procedure and pilot program for 2022 that may allow a hybrid work arrangement for employees who meet the eligibility requirements.


Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2023 pay range:
    • Pay Level: Level 7
    • Yearly Salary: $66,375.40 to $79,552.20 per year
    • Hourly Pay Rate: $36.47 to $43.71 per hour
