The Port Hope Area Initiative (PHAI) is a \xe2\x80\x9cmega project\xe2\x80\x9d to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The remediation and construction aspects of the project are subject to Canadian Nuclear Safety Commission (CNSC) licenses and environmental approvals. The PHAI has a very high public profile and is a top priority for the Government of Canada and the Port Hope area communities.

The project is sponsored by Natural Resources Canada (NRCan), and led by Canadian Nuclear Laboratories (CNL). The Government of Canada, via CNL provides oversight for the execution of the project mandate.

What will you be doing !

Under general direction of the Manager, Radiation Protection with supervision from the RV Specialist, assist the RV Specialist in the implementation and maintenance of the RVSOP process for CNL and CNL contractors performing work for both the Port Hope and Port Granby Projects.

Work closely with CNL project teams and CNL contractors on multiple concurrent remediation sites to develop, implement and execute the RVSOP process.

Conduct oversight on all remediation sites in comparison with the requirements of the PHAI RVSOP processes, including soil and surface contaminated objects, via regular workplace inspections (i.e. site visits), gamma and contamination measurements, and data/report verification.

Organize, plan and advise CNL staff and contractors of RVSOP processes. Observe such staff at work and provide coaching and guidance on proper implementation of the RVSOP process as required.

Assist in the development and execution of standard checklists, forms, report templates and training material.

Responsible for meeting HWP quality requirements as defined in the HWP QA Plan and supporting procedural documents in conducting the work

What we are looking for :

  • University Degree in Science or Applied Science; relevant experience would be considered if deemed acceptable by the hiring Manager.
3 years of relevant environmental remediation experience and verification, and clearance of contaminated sites. Radiological Clearance would be considered an asset.

Effective verbal and written communication skills to persuade, influence or educate various audiences (e.g., Project Management community stakeholders, CNL subcontractor leads and labourers).

Progressing thinking and ability to find solutions to novel problems in a tightly regulated environment.

Knowledge of scientific and mathematical principles, statistics and laboratory techniques is required.

Must possess a high sense of individual responsibility and be self-motivated.

Must be willing to undertake and successfully complete formal and on-the-job training, in order to satisfy the requirements for duty as a RV Oversight Officer.

The ability to use software such as Excel and Word is required for documentation and analysis of Radiation Protection results.
Must be able to work independently, to perform scheduling and planning of his/her own activities as well as work with CNL subcontractor resources to meet requirements and deadlines, and to track and report on the progress of these requirements/deadlines. This person must also be able to work in a multi-disciplinary team environment, to support PHAI MO Staff to complete work safely and in compliance with approved procedures and regulatory requirements.

Experience in following would be an asset:

Familiarity with the PHAI RVSOP Procedure(s)

Leading, training and mentoring staff or CNL subcontractor personnel.

MARSSIM (Multi-Agency Radiation Site Survey and Inspection Manual, US EPA)

Contractor Oversight, specifically CNL contractor oversight process/or experience in a highly regulated environments as would be found in the nuclear or similar industry.

Performance, review and interpretation of gamma radiation and alpha/beta radiation contamination survey results

Use of portable X-ray fluorescence (XRF) technology

Document review, comment and disposition

Development and implementation of technical plans related to RVSOP

Experience in contaminated site remediation, documentation, closeout verification and reporting * Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom

Working Environment:

Must be able and willing to work in all weather conditions. Must have sufficient mobility to work in a construction environment with the potential for uneven footing on various surfaces (soil, mud, gravel, and pavement). Must be able to wear standard Personal Protective equipment including CSA approved hard hat, safety glasses and footwear.

Roughly 100 km East of Toronto, still close enough to the \xe2\x80\x9cBig City\xe2\x80\x9d without all the hassle of being in the \xe2\x80\x9cBig City\xe2\x80\x9d.
