Regulatory Specialist - Ndilo

Reporting to the Director of Environment the Regulatory Specialist is responsible for preventing the erosion of the YKDFN's rights, title, way of life, wellbeing, and governance. The Regulatory Specialist is responsible for managing, reviewing, and coordinating the response to all regulatory matters related to mineral activities and other developments in the YKDFN's Traditional Territory and surroundings. This is a full-time position based in the YKDFN community of Ndilo, Monday to Friday.
Duties & Responsibilities:
Support Chiefs and Council in making free, prior, and informed decisions.
Initiate, maintain, and manage consultation records.
Assist in developing, implementing, and improving the YKDFN's referral system.
Develop and upload comments, recommendations, and assertions through the Mackenzie Valley land and water board's online review system.
Ability to write briefing materials, plain language, and technical reports for senior management and the Board
Experience in organizing, coordinating and conducting technical and regulatory meetings with stakeholders including Federal and Territorial Governments
Coordinate and prepare the preliminary screening reports on land and/or water use applications to YKDFN leadership by evaluating land use permit and/or water licence applications made to the relevant Board for significant adverse environmental and ecological impacts.
Organize and facilitate community engagement to receive input into regulatory activities regarding relevant projects as necessary.
Review and track data provided and compliance with land use permits and water licences.
Represent YKDFN on committees, oversight boards, and at meetings as required.
The ideal candidate will have:
Degree in environmental science, engineering, or a related field with two to five years of related experience in conducting in-depth regulatory, environmental science, and technical reviews.
Strong technical writing ability, strong written and oral communication skills, project and time management, cultural awareness, and understanding of relevant environment legislation.
A sound knowledge of the principles of environmental regulations, acts, policies, and procedures
Proficient in regulatory proceedings governed by the Mackenzie Valley Resource Management Act.
Knowledge of technical aspects of the sampling and analysis of water quality samples, water quantity monitoring, and of the chemical analysis of water samples.
Awareness of federal and territorial jurisdictions and regulations.
Knowledge of the issues relating to water use and waste disposal in the mining and/or the oil and gas industry.
Knowledge of current political, economic, social and/or development issues in Northern Canada
Must be able to always keep confidential, all information related to the position, during and after work hours.
Must be reliable and able to work independently with limited supervision.
Experience working with a First Nations organization is considered a strong asset.
