Job Description


The work location for this position is in the Greater Toronto Area (GTA). Physical onsite presence at the Mississauga Site Office and the GTA will be required. Applicants should live within a 60-minute commute to the Mississauga Regional Office.

Regional Office Inspectors on average perform 80-100 inspections per year in various provinces and territories throughout Canada. They also respond to events and inquiries involving members of the public. An inspector\'s time is split between desk work, travelling, and conducting inspections at a wide variety of licensee locations and facilities. Inspectors have freedom and autonomy to schedule inspections and plan work; however, an average of eight to ten (8-10) weeks of overnight travel can be expected throughout the year. On average this means being away from home one week per month.

This position is best suited for individuals who like to be away from their desk, enjoy the challenge of working in varying and sometimes unpredictable environments and who enjoy traveling throughout the GTA and beyond.

The results of this process will be used to staff future positions with similar qualifications and various tenures including term, acting, assignment and indeterminate.

Ideal candidates will have demonstratable and proven success in at least one of these areas:

1. the use of nuclear substances, instrumentation and application of radiation protection principles.
2. performing audits against established technical standards, health and safety and/or quality assurance criteria.
3. conducting compliance inspections in a regulatory environment (federal or provincial agencies).

Please note: Radiation protection training may be provided by the CNSC to the successful candidate who meets the required knowledge and inspection experience.

What you\'ll do

You will be responsible for compliance oversight in different environments where low and medium risk uses of nuclear substances and radiation devices are used such as; hospitals, labs, construction sites and industrial facilities. Inspections are conducted across Canada at licensee\'s premises or job sites. You can expect that 50% of your time will be spent preparing for inspections and writing reports, while the other 50% of your time will be carrying out inspections of licensees or conducting other compliance activities involving members of the public.

You will be responsible for:
  • Providing scientific, technical, and regulatory advice and guidance regarding radiation protection, and health and safety in dealing with nuclear substances.
  • Conducting inspections of low and medium risk CNSC licences based on CNSC regulatory requirements, which may occasionally lead to performing enforcement actions such as issuing orders or seizing nuclear substances and /or devices.
  • Participating on multidisciplinary teams in the performance, review and communication of compliance findings related to inspections.
  • Participating in investigations of incidents/accidents under the supervision of a senior inspector or the Regional Site Supervisor including; documenting the facts, gathering evidence, and assisting with the drafting of enforcement actions.
  • Monitoring and occasionally responding to unexpected incidences under the guidance of a senior inspector or the Regional Site Supervisor.
  • Planning, preparing, organizing and participating in compliance activities that may also include emergency event response.
  • Assist with monitoring licensee performance.
  • Provide support to senior staff in the preparation and analysis of information for compliance verification activities.
Essential Qualifications:

Education:
  • University degree in Science or Engineering or equivalent combination of education, experience and knowledge.
Language Requirements:
  • English essential
Experience:
  • Planning or participating in the conduct of various types of audits, site inspections and/or verifications in a regulatory regime (provincial or federal) or in the private sector.
  • Application of safety, technical or quality assurance principles.
  • Working in a high hazard environment (nuclear, chemical, biological).
Knowledge of:
  • The CNSC\'s regulatory framework pertaining to nuclear substances and radiation devices and its powers related to inspections.
  • Radiation substances and devices used in medical, industrial, commercial, and academic setting applications, including good safety procedures and practices.
  • Inspection practices and procedures, including principles of auditing, conducting self-assessments and verifying compliance with requirements.
  • Application of risk information to determine safety significance of inspection findings.
Ability:
  • Communicate effectively orally and in writing.

Asset Qualification:
  • Experience in reviewing work instructions or SOPs (Standard Operating Procedures).
  • Knowledge of safe work planning and job hazard analysis principles.
  • Knowledge of radiation instrumentation properties and applications
  • Implementing, adhering to, or maintaining of radiation protection measures or programs.
Operational Needs:
  • All CNSC staff are subject to the Mobility Directive.
  • This position requires frequent travel, both within the GTA and around Ontario and to other provinces and territories, including periodic multi-day, overnight trips.
  • Requires a valid driver\'s license.
