The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.Position OverviewThe Clinical Engineering Program provides strategic and operational medical device technology leadership and management within the WRHA and its Sites. Services include: medical equipment technology planning, ranging from major technological introductions and new construction to yearly patient care equipment upgrades (assessment, pre-purchase consultation, technical evaluation, clinical evaluation coordination); life-cycle management of medical equipment (incoming inspection; repair; modification; upgrading), including business case analysis of competing service support delivery options; Performance Assurance management of critical medical equipment (Performance Verification, Preventive Maintenance and Safety Testing); risk management (medical device statutes and regulations; electrical safety; incident investigation; Recalls and Safety Alerts review, distribution, tracking and follow-up, and audit); medical equipment and general medical device technology education; comprehensive technical consultation regarding medical device usage; increasing value returned to the region through medical device technology initiatives; balancing differing clinical requirements related to medical device technology to achieve mutually beneficial outcomes; providing senior management and Clinical Programs with analysis and recommendations related to complex current and emerging technology.The Clinical Engineer: * Acts as primary Technical Manager for Regional CE staff and Clinical Programs within WRHA institutions.

  • Promotes the safe use of medical equipment and surgical instruments.
  • Develops and directs the Risk Management Program for medical equipment and surgical instruments.
  • Manages the CE Program\'s responsibilities for technology assessment and the evaluation, selection, incoming inspection, installation and disposal of medical equipment and surgical instruments.
  • Assists in the planning, development, management and maintenance of CE Program policies, programs and systems.
  • Manages the CE Program\'s involvement with teaching and in-service activities.
  • Assists in managing the CE Program\'s involvement in Research and Development projects.
  • Assists in the overall management of the Clinical Engineering program, including administration functions.
Experience
  • One year directly related experience in Biomedical/Clinical Engineering required.
Education (Degree/Diploma/Certificate)
  • Master\'s degree in Biomedical/Clinical Engineering required.
  • A recognized credit course in Project Management within 2 years of incumbency, if not previously obtained.
  • A course in management/supervisory skills within 3 years of incumbency, if not previously obtained.
Certification/Licensure/Registration
  • Must be registered, and maintain registration at all times, with the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM). If not immediately registered as a Professional Engineer upon on application, the incumbent must obtain the designation of Professional Engineer within 1 year of meeting all eligibility requirements of the Association.
  • Membership in one of the following organizations is required: the American College of Clinical Engineering (ACCE); the Canadian Medical and Biological Engineering Society (CMBES); the Association for the Advancement of Medical Instrumentation (AAMI); the Institute of Electrical and Electronic Engineers (IEEE).
  • Clinical Engineering certification from the International Certification Commission or equivalent within one year of meeting all eligibility requirements of the Commission.
