Halifax Regional Municipality is inviting applications for one permanent full time position of Recreation Business Analystin the Regional Recreation Services division of Parks & Recreation.

Reporting to the Business Lead, the Recreation Business Analyst (RBA) serves as analyst for the Business Unit, evaluating, planning, and implementing improvements in business processes and practices while maintaining configuration and operation of the recreation services software system across all HRM recreation facilities and outdoor assets.
The RBA will work with HRM senior business managers, partner facility managers and with recreation service deliverers to identify and scope performance excellence business process re-engineering initiatives, develop financial models to justify the costs of proposed improvement activities, maintain and manage system configuration to align with business processes and practices and to identify benefits to be achieved.
The RBA is a proficient facilitator and team builder responsible for the design and implementation of new or modified recreation business processes and policies, which deliver leaner operations for recreation service delivery providers.
DUTIES AND RESPONSIBILITIES:
Leads business unit through the development of business cases and obtains approval of senior management
Leads and/or conducts market and jurisdictional scans to understand potential solutions, best-practices, benefits, and cost-drivers related to the opportunity
Identifies and recommends possible efficiency gains to business unit management, including those resulting from FTE reduction/repurposing and monitors the business unit's progress on achieving the intended benefits
Designs and produces feasibility plans, project briefs and project initiation documents
Leads cross-functional business process re-engineering teams and continuous improvement efforts
Makes recommendations to management and recreation staff on business transformation
Creates accurate business requirements documents and obtains stakeholder and senior management approval
Conducts interviews, research, and facilitated multi-stakeholder sessions to elicit detailed business requirements
Manages/supports system operations for all recreation services functions including programming, memberships, facility bookings and the fee collections that support these services
Documents, assesses, researches, analyzes, and manages issues and defects
Responsible for mentoring recreation staff and training on operational requirements
Provides written/verbal feedback (typically projects) of employee performance for staff as applicable

QUALIFICATIONS:
Education and Experience:
Undergraduate degree in Recreation & Leisure Studies, Computer Science, Business Administration, Public Administration or a suitable combination of a degree with Business Analysis training and experience
Business Analysis Certification considered an asset
Master of Business Administration, Lean Six Sigma Green Belt and Change Management Certifications would be considered an asset
Minimum three years' experience with:
+ The implementation and delivery of projects, having participated in all aspects of the project life cycle
+ Strategic thinking and leadership with strong abilities in relationship management
+ Developing effective and efficient solutions to diverse and complex business problems
+ Interacting with senior management to document, analyze, and recommend solutions and business changes
+ Leading, training, and mentoring staff
+ Building strong relationships with stakeholders including senior management, clients, and technical staff
+ Translating business needs into technical requirements and solutions
+ Performing education / training
+ Experience conducting cost benefit analysis
+ Experience in service improvement, solution requirements definition, business process engineering, test plan development, and test execution
+ Experience with formal test management methodologies and supporting tools
Technical / Job Specific Knowledge and Abilities:
Extensive Parks & Recreation experience in business needs identification and assessment
Advanced proficiency in requirements gathering and documenting
Working knowledge of project management and organizational change management concepts
Working understanding of the technical architecture components that comprise a recreation software as a service (SaaS) solution
Working knowledge of formal process improvement models or frameworks
Proficiency in Microsoft Office, and diagramming tools such as MS Visio
Plan own work and that of a small team and to lead small teams to successful on-time completion
Proficient facilitator
Analyze processes, requirements, test results, and business situations
Makes sensitive / confidential recommendations to management
Protect and keep private sensitive and confidential information
Work with all levels of HRM management and staff

Monday to Friday, 8:30am to 4:30pm for 35 hours per week
SALARY:
NU06 on the non-union salary scale; $71,650-$92,730. Salary to be commensurate with experience.
